This book disentangles the issues in connection with the advancement of Health Technology Assessment (HTA) and its interface with health policy. Health technology assessment is becoming more an important force in Europe, especially in some countries. However, much remains to be done. Most health care interventions are not evaluated or are inadequately evaluated. The contribution of health care to health status is mostly undocumented. There are many beneficial and cost-effective technologies that are not fully deployed for the benefit of the public. The HTA-EUROPE project was funded by Directorate General V of the European Commission during the period 1996-1998 to examine the situation with HTA in Europe and to propose developments for the future, including possibilities of improving co-ordination. The main method of the project involved commissioning papers on the 15 countries of the European Union, plus Switzerland. A common outline was developed and authors were urged to follow the outline to the extent possible. The outline focused on the existing health policy and health system structure and its real or potential relation to health technology assessment. papers were drafted, reviewed critically, revised, and finalised. The final papers are presented in this report. The main conclusion of the report is that it would be beneficial for the health care systems of Europe for the European Commission to assist the establishment of a co-ordinating mechanism for HTA at the European level. What is being proposed is not a new European Agency. The recommendation is to utilise and help strengthen the existing network under the principle of subsidiarity.
