In Hydraulic City Nikhil Anand explores the politics of Mumbai's water infrastructure to demonstrate how citizenship emerges through the continuous efforts to control, maintain, and manage the city's water. Through extensive ethnographic fieldwork in Mumbai's settlements, Anand found that Mumbai's water flows, not through a static collection of pipes and valves, but through a dynamic infrastructure built on the relations between residents, plumbers, politicians, engineers, and the 3,000 miles of pipe that bind them. In addition to distributing water, the public water network often reinforces social identities and the exclusion of marginalized groups, as only those actively recognized by city agencies receive legitimate water services. This form of recognition—what Anand calls "hydraulic citizenship"—is incremental, intermittent, and reversible. It provides residents an important access point through which they can make demands on the state for other public services such as sanitation and education. Tying the ways Mumbai's poorer residents are seen by the state to their historic, political, and material relations with water pipes, the book highlights the critical role infrastructures play in consolidating civic and social belonging in the city.

In Pipe Politics, Contested Waters, Lisa Björkman shows how an elite dream to transform Mumbai into a "world class" business center has wreaked havoc on the city’s water pipes. In rich ethnographic detail, Pipe Politics explores how the everyday work of getting water animates and inhabits a penumbra of infrastructural activity—of business, brokerage, secondary markets, and sociopolitical networks—whose workings are reconfiguring and rescaling political authority in the city. Global Talent seeks to examine the utility of skilled foreigners beyond their human capital value by focusing on their social capital potential, especially their role as transnational bridges between host and home countries. Gi-Wook Shin and Joon Nak Choi build on an emerging stream of research that conceptualizes global labor mobility as a positive-sum game in which countries and businesses benefit from building ties across geographic space, rather than the zero-sum game implied by the "global war for talent" and "brain drain" metaphors. The book empirically demonstrates its thesis by examination of the case of Korea: a state archetypical of those that have been embracing economic globalization while facing a demographic crisis—and one where the dominant narrative on the recruitment of skilled foreigners is largely negative. It reveals the unique benefits that foreign students and professionals can provide to Korea, by enhancing Korean firms' competitiveness in the global marketplace and by generating new jobs for Korean citizens rather than taking them away. Water acquisition, storage, allocation and distribution are intensely contested in our society, whether, for instance, such issues pertain to a conflict between upstream and downstream farmers located on a small stream or to a large dam located on the border of two nations. Water conflicts are mostly studied as disputes around access to water resources or the formulation of water laws and governance rules. However, explicitly or not, water conflicts nearly always also involve disputes among different philosophical views. The contributions to this edited volume have looked at the politics of contested knowledge as manifested in the conceptualisation, design, development, implementation and governance of large dams and mega-hydraulic infrastructure projects in various parts of the world. The special issue has explored the following core questions: Which philosophies and claims on mega-hydraulic projects are encountered, and how are they shaped, validated, negotiated and contested in concrete contexts? Whose knowledge counts and whose knowledge is downplayed in water development conflict situations, and how have different epistemic communities and cultural-political identities shaped practices of design, planning and construction of dams and mega-hydraulic projects? The contributions have also scrutinised how these epistemic communities interactively shape norms, rules, beliefs and values about water problems and solutions, including notions of justice, citizenship and progress that are subsequently to become embedded in material artefacts.
