In 1939, faced with the German invasion of Czechoslovakia and a growing Italian threat in the Balkans, Turkey and Britain (and later France) signed an alliance in which Turkey linked itself politically and militarily with Britain and France in exchange for financial assistance for its rearmament program. Despite the agreement, however, when the war came to the Mediterranean, Turkey did not become involved. Presenting a new interpretation of why the alliance failed, Brock Millman explores Anglo-Turkish relations leading up to the alliance of 1939, taking into account the broader economic, military, and strategic issues. While previous accounts suggest that Turkey entered into the alliance reluctantly, Millman contends that it not only wanted an alliance but sought as close a relationship as Britain would concede in the prewar years. He attributes the failure of the alliance mainly to Britain's lack of support, namely its inability to fit Turkey into its strategy in the Mediterranean, its failure to produce a coherent operational plan that could encompass Turkish military co-operation, and its unwillingness to provide Turkey with timely and much-needed financial, material, and industrial assistance. Divided into three parts, The Ill-Made Alliance examines the roots and course of the Anglo-Turkish rapprochement in the years 1934-38; the economic, military, and politic factors in 1938-39 that inhibited development of the emerging alliance to the point where it might have been fully functional; and the collapse of the alliance in 1939-40.

In 1871-73, newly unified Germany adopted the gold standard, replacing the silver-based currencies that had been prevalent in most German states until then. The reform sparked a series of steps in other countries that ultimately ended global bimetallism, i.e., a near-universal fixed exchange rate system in which (mostly) France stabilized the exchange value between gold and silver currencies. As a result, silver currencies depreciated sharply, and severe deflation ensued in the gold block. Why did Germany switch to gold and set the train of destructive events in motion? Both a review of the contemporaneous debate and statistical evidence suggest that it acted preemptively: the Australian and Californian gold discoveries of around 1850 had greatly increased the global supply of gold. By the mid-1860s, gold threatened to crowd out silver money in France, which would have severed the link between gold and silver currencies. Without reform, Germany would thus have risked exclusion from the fixed exchange rate system that tied together the major industrial economies. Reform required French accommodation, however. Victory in the Franco-Prussian war of 1870/71 allowed Germany to force accommodation, but only until France settled the war indemnity and regained sovereignty in late 1873. In this situation, switching to gold was superior to adopting bimetallism, as it prevented France from derailing Germany’s reform ex-post.

The years from 1934 to 1937 were a time during which the British Empire was confronted with the emergence of the triple threat of Nazi Germany, Imperial Japan, and Fascist Italy. The goal of British policy was easily defined: the protection and promotion of Britain's vast interests. While Neville Chamberlain and Sir Robert Vansittart agreed on the goal, they disagreed on the means to achieve it. Their disagreement stemmed partly from their different understandings of the nature of the Third Reich; Vansittart understood better than Chamberlain the implications of Hitler's Weltanschauung. But their different strategies also reflected the fact that Chamberlain did not share Vansittart's belief in the necessity of pursuing alliance diplomacy to protect the world-wide security and interests of the British Empire. While the prime minister realized that Britain's problems were global in scope, he thought Britain could solve each problem on a bilateral basis. In other words, Britain should approach Germany, Japan, and Italy directly to settle outstanding disputes. Vansittart did not believe, however, that Britain's problems could be solved on a bilateral basis, for the interdependence of events in every region of the globe militated against bilateral solutions.

More than we ever anticipated, alliances among firms are changing the way business is conducted, particularly in the global, high-technology sector. The reasons are clear: companies must increasingly pool their capabilities to succeed in ever more complex and rapidly changing businesses. But the consequences for managers and for the economy have so far been underestimated. In this new book, Benjamin Gomes-Casseres presents the first in-depth account of the new world of business alliances and shows how collaboration has become part of the very fabric of modern competition. Alliances, he argues, create new units of competition that do battle with one another and with traditional single firms. The flexible capabilities of these multi-firm constellations give them advantages over single firms in certain contexts, offsetting the advantage of a single firm's unified control. When managed effectively, alliances can strengthen a firm's competitive advantage and narrow the gap between leading firms and second-tier players. This often results in intensified rivalry, and the competition within an industry is transformed. Alliances often spread swiftly through an industry as firms jockey for advantage. Yet the very spread of alliances increases their costs and poses new limits on their use. Gomes-Casseres concludes that firms need to manage their constellations to enhance collaboration within their groups, while raising what he calls "barriers to collaboration" for rivals. These ideas are developed and illustrated through original case studies of alliances among U.S., Japanese, and European firms in electronics and computers, including Xerox, IBM, and Fujitsu as well as other small and large companies. The book should be of interest to business academics, managers, and general readers concerned with contemporary capitalism.
