The 2004 Indian Ocean tsunami caused immense destruction and over 170,000 deaths in the Indonesian province of Aceh. The disaster spurred large-scale social and political changes in Aceh, including the intensified implementation of shari‘a law and an end to the long separatist conflict. After the Tsunami explores Acehnese survivors’ experiences of the deadly waves and the subsequent reconstruction process through the stories they tell about the disaster. Narratives, author Annemarie Samuels argues, are both a window onto the process of remaking everyday life and an essential component of it. Building on long-term ethnographic fieldwork, Samuels shows how the everyday work of recovery is indispensable for any large-scale reconstruction effort to succeed. Recovery is an ambiguous process in which grief remains as life goes on, where optimism and disappointment, remembering and forgetting, structural poverty and the rhetoric of success are often intertwined in individual and social worlds. Such paradoxes are key and form a thread through the five chapters of the book. This book examines Indonesia’s post-Aceh tsunami disaster management through the lens of a multifaceted foreign policy decision-making process involving a variety of bureaucratic actors. It argues that organizational structure and bargaining aspects are as important as power and interests in explaining foreign policy making in the Indonesian context. When the Aceh tsunami struck in late 2004, the use of foreign military assets in responding to natural disasters was not a common feature in Indonesian history—Jakarta remained reticent to engage foreign military enclaves within its own territories. This greatly affected Indonesia’s security cooperation with other countries, including Australia. Prior to the Aceh tsunami, natural disaster management was a domestic political issue. The unprecedented decision by the government of Susilo Bambang Yudhoyono to approve foreign military assistance for military operations other than war (MOOTW) in Aceh was a result of domestic and international factors. This book addresses timely yet fundamental questions about Indonesian foreign policy decision making that led to the involvement of foreign militaries in the country’s worst-ever natural disaster. As a former colony that prized the value of non-interference, the Indonesian government had to make a difficult decision about whether to accept offers of international assistance from countries including Australia. With this, the book explores why the Indonesian government decided to approve Australian humanitarian assistance following the 2004 Aceh tsunami, and how governmental agencies managed this assistance.

Since the fall of President Suharto in May 1998, Indonesia, the third largest country in Asia, has been facing a political, economic and social crisis. Racial and religious clashes, culminating in riots, burning and chaos, have become a daily event throughout the country. There are signs that this multi-racial, multi-religious and multi-cultural country may disintegrate just as Yugoslavia and the Soviet Union. There are two major reasons why Indonesia is facing the crisis. First, Suharto failed to keep the balance of power between the armed forces and Islam, just as Sukarno had failed in his interplay of strength between Communism and the armed forces. When the balance was tilted, chaos and disasters followed. The second reason is that the Indonesian people, at least a section of them, have lost the spirit of tolerance -- symbolised in the Indonesian state crest, Bhenneka Tunggal Ika ('Unity in Diversity') -- which is so vital in a multi-religious and plural society. The mass killing of thousands of ethnic Chinese on 13 May 1998; the appearance of mysterious 'ninja' murders, the burning of churches and mosques, and the religious clashes between Christians and Muslims in Ambon have all indicated that this spirit of tolerance which was once so strongly imbedded in the Indonesian culture is fast evaporating. There seems to be no more rule of law in the country.
