This book on Infectious Disease Informatics (IDI) and biosurveillance is intended to provide an integrated view of the current state of the art, identify technical and policy challenges and opportunities, and promote cross-disciplinary research that takes advantage of novel methodology and what we have learned from innovative applications. This book also fills a systemic gap in the literature by emphasizing informatics driven perspectives (e.g., information system design, data standards, computational aspects of biosurveillance algorithms, and system evaluation). Finally, this book attempts to reach policy makers and practitioners through the clear and effective communication of recent research findings in the context of case studies in IDI and biosurveillance, providing “hands-on” in-depth opportunities to practitioners to increase their understanding of value, applicability, and limitations of technical solutions. This book collects the state of the art research and modern perspectives of distinguished individuals and research groups on cutting-edge IDI technical and policy research and its application in biosurveillance. The contributed chapters are grouped into three units. Unit I provides an overview of recent biosurveillance research while highlighting the relevant legal and policy structures in the context of IDI and biosurveillance ongoing activities. It also identifies IDI data sources while addressing information collection, sharing, and dissemination issues as well as ethical considerations. Unit II contains survey chapters on the types of surveillance methods used to analyze IDI data in the context of public health and bioterrorism. Health Security Intelligence introduces readers to the world of health security, to threats like COVID-19, and to the many other incarnations of global health security threats and their implications for intelligence and national security. Disease outbreaks like COVID-19 have not historically been considered a national security matter. While disease outbreaks among troops have always been a concern, it was the potential that arose in the first half of the twentieth century to systematically design biological weapons and to develop these at an industrial scale, that initially drew the attention of security, defence and intelligence communities to biology and medical science. Since the tragic events of September 11, 2001, academics have been called on for possible contributions to research relating to national (and possibly internat- nal) security. As one of the original founding mandates of the National Science Foundation, mid- to long-term national security research in the areas of inf- mation technologies, organizational studies, and security-related public policy is critically needed. In a way similar to how medical and biological research has faced signi?cant information overload and yet also tremendous opportunities for new inno- tion, law enforcement, criminal analysis, and intelligence communities are facing the same challenge. We believe, similar to “medical informatics” and “bioinf- matics,” that there is a pressing need to develop the science of “intelligence and security informatics” – the study of the use and development of advanced information technologies, systems, algorithms and databases for national se- rity related applications,through an integrated technological,organizational,and policy-based approach. We believe active “intelligence and security informatics” research will help improve knowledge discovery and dissemination and enhance information s- ring and collaboration across law enforcement communities and among aca- mics, local, state, and federal agencies, and industry.
