The object of this paper is to trace the movements of the international trade in coal and to inquire into the problems arising in that trade. The coal trade is very sensitive. Since 1914 abnormal conditions have been the rule rather than the exception. Movements which seemed to follow fairly well established channels have now and then been dislocated in response to minute price fluctuations. In spite of this sensitiveness there have developed certain definite channels along which the coal normally tends to move. It is the aim of this study to trace these channels, to point out deviations from them in the light of particular circumstances, and finally to make some generalizations regarding the international coal trade. As emphasis is placed upon fundamental conditions rather than upon those of a temporary nature, the order of treatment of the various countries has been arranged according to their importance in the coal trade in normal times. Throughout the study special emphasis is placed on the position of United States.
