This book focuses on the different types of combatants in conflicts in Africa, exploring the fine lines between what might be classified as a militia in one conflict, a rebel in another, or a terrorist in a third. Drawing on the work of Carl von Clausewitz, this book provides a conceptually stable and analytically sound new typology on combatants. Analysing the relationships between state and society, and drawing on Clausewitz's Trinity of passion, chance, and reason, the book presents a set of five types of armed actors: Professionals, Praetorians, Militias, Insurgents, and Mercenaries. Each type is developed through a close reading of foundational theoretical texts, reviews of contemporary studies, and a historical analysis of their unique characteristics. Unlike a reductionist binary perspective, this typology accounts for the dynamic, complex, and evolving relationships of these actors with the state and society. A typology of combatants in conflicts in Africa can provide avenues for more in-depth analysis of such conflicts and holds implications for Security Sector Reform projects and other peace-building programmes. " Conventional political theory holds that the sovereign state is the legitimate source of order and provider of public services in any society, whether democratic or not. But Hezbollah and ISIS in the Middle East, pirate clans in Africa, criminal gangs in South America, and militias in Southeast Asia are examples of nonstate actors that control local territory and render public services that the nation-state cannot or will not provide. This fascinating book takes the reader around the world to areas where national governance has broken down—or never really existed. In these places, the vacuum has been filled by local gangs, militias, and warlords, some with ideological or political agendas and others focused primarily on economic gain. Many of these actors have substantial popularity and support among local populations and have developed their own enduring institutions, often undermining the legitimacy of the national state. The authors show that the rest of the world has more than a passing interest in these situations, in part because transborder crime and terrorism often emerge but also because failed states threaten international interests from trade to security. The primary objective of this book is to understand the nature of the Boko Haram insurgency in northeast Nigeria. Boko Haram’s goal of an Islamic Caliphate, starting in the Borno State in the North East that will eventually cover the areas of the former Kanem-Borno Empire, is a rejection of the modern state system forced on it by the West. The central theme of this volume examines the relationship between the failure of the state-building project in Nigeria and the outbreak and nature of insurgency. At the heart of the Boko Haram phenomenon is a country racked with cleavages, making it hard for Nigeria to cohere as a modern state. Part I introduces this theme and places the Boko Haram insurgency in a historical context. There are, however, multiple cleavages in Nigeria ̶ ethnic, regional, cultural, and religious ̶ and Part II examines the different state-society dynamics fuelling the conflict. Political grievances are common to every society; however, what gives Boko Haram the space to express such grievances through violence? Importantly, this volume demonstrates that the insurgency is, in fact, a reflection of the hollowness within Nigeria’s overall security. Part III looks at the responses to Boko Haram by Nigeria, neighbouring states, and external actors. For Western actors, Boko Haram is seen as part of the "global war on terror" and the fact that it has pledged allegiance to ISIS encourages this framing. However, as the chapters here discuss, this is an over-simplification of Boko Haram and the West needs to address the multiple dimension of Boko Haram. This book examines the conditions under which the presence and use of militias result in an increase or a decrease in violence against civilians in intra-state conflicts. Showcasing the breadth and diversity of modern militias in the context of violence against civilians, the volume addresses the predation and repression that many such groups are infamous for, as well as increasingly important efforts by other militias at civilian protection in war-torn settings.
