The global spread of science and technology expertise and the growing commercial access to advanced technologies with possible military application are creating potentially serious threats to the technological superiority underpinning U.S. military strength. Key to dealing with this situation is the ability of the U.S. intelligence community to be able to provide adequate and effective warning of evolving, critical technologies. To assist in performing this task, the Technology Warning Division of the Defense Intelligence Agency (DIA) asked the National Research Council (NRC) to undertake a study examining technology warning issues. This report provides the first part of that study. Recent results in biomaterials R&D suggest that there are exceptional opportunities for these emerging materials in military medicine. To facilitate this possibility, the National Research Council convened a workshop at the request of the Department of Defense to help create a technology development roadmap to enhance military R&D into biomaterials technology. The workshop focused primarily on identifying useful near- and mid-term applications of biomaterials including wound care, tissue engineering, drug delivery, and physiological sensors and diagnostics. This report presents a summary of the workshop. It provides a review of biomaterials and their importance to military medicine, the roadmap, and a discussion of ways to enable biomaterials development. Several important outcomes of successful capture of potential benefits of these materials are also discussed.

In 1992, Congress for the first time explicitly directed the federal agencies making SBIR grants to use commercial potential as a criterion for granting SBIR awards. In response, the Department of Defense developed the SBIR Fast Track initiative, which provides expedited decision-making for SBIR awards to companies that have commitments from outside vendors. To verify the effectiveness of this initiative, the DoD asked the STEP Board to assess the operation of Fast Track. This volume of original field research includes case studies comparing Fast Track and non-Fast Track firms, a large survey of SBIR awardees, and statistical analyses of the impact of regular SBIR and Fast Track awards. Collectively, the commissioned papers and the findings and recommendations represent a significant contribution to our understanding of the SBIR program.

Book Description
In recent years much has happened to justify an examination of biological research in light of national security concerns. The destructive application of biotechnology research includes activities such as spreading common pathogens or transforming them into even more lethal forms. Policymakers and the scientific community at large must put forth a vigorous and immediate response to this challenge. This new book by the National Research Council recommends that the government expand existing regulations and rely on self-governance by scientists rather than adopt intrusive new policies. One key recommendation of the report is that the government should not attempt to regulate scientific publishing but should trust scientists and journals to screen their papers for security risks, a task some journals have already taken up. With biological information and tools widely distributed, regulating only U.S. researchers would have little effect. A new International Forum on Biosecurity should encourage the adoption of similar measures around the world. Seven types of risky studies would require approval by the Institutional Biosafety Committees that already oversee recombinant DNA research at some 400 U.S. institutions. These "experiments of concern" include making an infectious agent more lethal and rendering vaccines powerless.
