Russia’s annexation of Crimea and involvement in the conflict in eastern Ukraine has in many respects set back post-Cold War improved relations between Russia, the United States, and Europe. The risks of arms control and disarmament, how they can be reduced or eliminated, and the political implications of drastic disarmament are analyzed by eleven experts.
