At the same time, the United States has failed to match or surpass progress in operational numerical weather prediction achieved by other nations and failed to realize its prediction potential; as a result, the nation is not mitigating weather impacts to the extent possible. "While the energy sector is a primary target of efforts to arrest and reverse the growth of greenhouse gas emissions and lower the carbon footprint of development, it is also expected to be increasingly affected by unavoidable climate consequences from the damage already induced in the biosphere.
