This book is a collection of works written by young scientists involved in the Integrated Disaster Risk Research (IRDR). Integrated Research on Disaster Risk (IRDR) is a decade-long research programme co-sponsored by the International Science Council (merged by International Council for Science (ICSU), the International Social Science Council (ISSC), and the United Nations Office for Disaster Risk Reduction (UNDRR). It is a global, multi-disciplinary approach to dealing with the challenges brought by natural disasters, mitigating their impacts, and improving related policy-making mechanisms. The book examines multidisciplinary research and actions related to disaster risk reduction internationally. The Integrated Research on Disaster Risk (IRDR) Young Scientists programme is: • A sub-programme within IRDR which promotes capacity building of young professionals and encourages them to undertake innovative and need-based research which makes science–policy and science–practice linkages stronger. • IRDR Young Scientists Programme was started in late 2016. Currently, it is a community of 115 young researchers from over 40 countries after 3 batches of application. • IRDR network and partners provide academic advice and training courses, workshops, and programmes for IRDR young scientists. • IRDR young scientists contribute to innovative research in the field of disaster risk reduction and participate in conferences and/or social media as the ambassador of IRDR. The book is of interest to researchers and scholars in the field of governance of sustainability and environmental governance. Postgraduate students will benefit this book within courses on environmental governance, on climate change governance, and on transformation and social change processes. This book presents selected papers from the 3rd Global Summit of Research Institutes for Disaster Risk Reduction – Expanding the Platform for Bridging Science and Policy Making, which was held at the Disaster Prevention Research Institute (DPRI), Kyoto University, Uji Campus from 19 to 21 March 2017. During the past five decades, we have witnessed a tremendous evolution in water resource system management. Three characteristics of this evolution are of particular note: First, the application of the systems approach to complex water management problems has been established as one of the most important advances in the field of water resource management. Second, the past five decades have brought a remarkable transformation of attitude in the water resource management community towards environmental concerns and action to address these concerns. A broad and growing literature describes the deep and multidisciplinary nature of the sustainability challenges faced by the United States and the world. Despite the profound technical challenges involved, sustainability is not, at its root, a technical problem, nor will merely technical solutions be sufficient. Instead, deep economic, political, and cultural adjustments will ultimately be required, along with a major, long-term commitment in each sphere to deploy the requisite technical solutions at scale. Nevertheless, technological advances and enablers have a clear role in supporting such change, and information technology (IT) is a natural bridge between technical and social solutions because it can offer improved communication and transparency for fostering the necessary economic, political, and cultural adjustments. Moreover, IT is at the heart of nearly every large-scale socioeconomic system-including systems for finance, manufacturing, and the generation and distribution of energy-and so sustainability-focused changes in those systems are inextricably linked with advances in IT. The focus of Computing Research for Sustainability is "greening through IT," the application of computing to promote sustainability broadly. The aim of this report is twofold: to shine a spotlight on areas where IT innovation and computer science (CS) research can help, and to urge the computing research community to bring its approaches and methodologies to bear on these pressing global challenges. Computing Research for Sustainability focuses on addressing medium- and long-term challenges in a way that would have significant, measurable impact. We are witnessing an ever-increasing level and intensity of disasters from Ecuador to Ethiopia and beyond, devastating millions of ordinary lives and causing long-term misery for vulnerable populations. Bringing together 26 case studies from six continents, this volume provides a unique resource that discusses, in considerable depth, the multifaceted matrix of natural and human-made disasters. It examines their bearing on the loss of human and productive capital; the conduct of national policies and the setting of national development priorities; and on the nature of international aid and bilateral assistance strategies and programs of donor countries. In order to ensure the efficacy and appropriateness of their support for disaster survivors, international agencies, humanitarian and disaster relief organizations, scholars, non-governmental organizations, and members of the global emergency management community need to have insight into best practices and lessons learned from various disasters across national and cultural boundaries. The evidence obtained from the numerous case studies in this volume serves to build a worldwide community that is better informed about the cultural and traditional contexts of such disasters and better enabled to prepare for, respond to, and finally rebuild sustainable communities after disasters in different environments.
