Flood risk analysis is more complex in urban areas than that in rural areas because of their closely packed buildings, different kinds of land uses, and large number of flood control works and drainage systems. According to the 2015 China flood and drought report, more than 100 cities have suffered waterlogging per year since 2006. The numbers of waterlogged cities were 130 in 2008, 258 in 2010, and 234 in 2013, respectively. Nearly 62% of 351 cities were waterlogged between 2008 and 2010. The vast majority of flooding and waterlogging disasters are caused by local extreme rainstorms. This enables the determination of the critical points in terms of flooding impacts, and highlights the need to implement strategies to cope with these impacts. Nowadays, flood control has been replaced by flood management concept in terms of living with flood, making benefit of it, and minimizing its losses. The success in flood management in any region depends on the evaluation of different types of flood losses. For the assessment of flood damages, this requires the use of stage-damage functions for different categories of land use. This book aims to propose a practical framework for flood risk analysis and hazards assessment and flood control measures in rural and urban areas from leading experts in the field, researchers and practitioners, including professionals working in the field of natural hazards mitigation. Presenting the results of an ambitious research activity this book intends to understand why Early Warning Systems (EWSs) fail. However, from the beginning, the objective turned out to be challenging; first, because, so far, there is not a shared understanding of what an EWS is (among both researchers and practitioners communities); second, as a consequence, because it is equally unclear when an EWS can be considered successful or not. Due to this, the research needed first to face some “open questions” instead of going straight to the point under investigation. Specifically, it was first necessary to define EWS, identify its components and functions, peculiarities, and weak points. Only at that point, a first attempt to evaluate EWS performance was possible. Flood Early Warning Systems Performance is organised according to the conceptual steps required by the research. In part I the “open questions” about the definition and the role of EWSs are handled, the aim being the identification of how to evaluate their effectiveness/performance. Part II focuses on the real aim of the research, providing concepts and tools to assess EWS performance; suggested tools are also implemented in a case study to describe how they can be applied in practice. Focusing specifically on the topic of flood risk in mountainous regions, the book can be viewed as a sort of manual for EWS designers, managers, and users. Flood catastrophes which happened world-wide have shown that it is not sufficient to characterize the hazard caused by the natural phenomenon "flood" with the well-known 3M-approach (measuring, mapping and modelling). Due to the recent shift in paradigms from a safety oriented approach to risk based planning it became necessary to consider the harmful impacts of hazards. The planning tasks changed from attempts to minimise hazards towards interventions to reduce exposure or susceptibility and nowadays to enhance the capacities to increase resilience. Scientific interest shifts more and more towards interdisciplinary approaches, which are needed to avoid disaster. This book deals with many aspects of flood risk management in a comprehensive way. As risks depend on hazard and vulnerabilities, not only geophysical tools for flood forecasting and planning are presented, but also socio-economic problems of flood management are discussed. Starting with precipitation and meteorological tools to its forecasting, hydrological models are described in their applications for operational flood forecasts, considering model uncertainties and their interactions with hydraulic and groundwater models. With regard to flood risk planning, regionalization aspects and the options to utilize historic floods are discussed. New hydrological tools for flood risk assessments for dams and reservoirs are presented. Problems and options to quantify socio-economic risks and how to consider them in multi-criteria assessments of flood risk planning are discussed.
