FAO has promoted the ecosystem approach to fisheries (EAF) as an appropriate framework for the sustainable development and management of fisheries worldwide. With a view to contribute to the identification of lessons and good practices for EAF implementation, this publication documents nine case studies that attempted to put into practice some of the key principles and tools of the approach in the Mediterranean Sea. The case studies were selected to cover a broad range of contexts including smallscale and industrial fisheries operating at local, national and sub-regional scales. It was not within the scope of the publication to evaluate the level of implementation of the ecosystem approach. A specific tool for monitoring implementation is proposed and exemplified. Case studies were analysed with a view to draw preliminary lessons regarding the enabling factors that facilitated the progress made as well as the challenges faced in the transition towards EAF-based management systems. Attention is drawn to key enabling conditions such as favourable policies, legislation and regulatory frameworks, the existence of regional mechanisms for cooperation, favourable market dynamics and social processes, and the relatively low complexity of the fishery systems analysed. A set of factors emerged that contributed to progress during implementation, such as the clear definition of fishing rights, the enhancement of mechanisms for compliance, scientific monitoring and adaptation of management measures, as well as the explicit consideration of biological and socioeconomic aspects in management actions. Further progress in the transition towards sustainable management systems is hampered by external and internal factors. External factors are related, for instance, to environmental changes, the poor regulation and control of competing sectors, consumer behaviour and the governance environment. Issues such as stakeholder representation, knowledge gaps and the availability of sustainable sources of funding are among common internal factors. The authors also discuss how slow progress in the implementation of management plans can generate discredit with the institutions and add additional challenges for any future initiatives to engage stakeholders in participatory management. The case-based results and lessons of how the ecosystem approach to fisheries was considered, developed and implemented in the fisheries discussed in this publication not only contribute to the documentation of current practices in the Mediterranean but may also guide future attempts to further develop the field.

Proper designation of Essential Fish Habitat (EFH) is a highly important spatial measure in any management of fishery resources. EFH is defined as those waters and substrates necessary to fish for spawning, breeding, feeding, or growth to maturity, a definition that includes the physical, chemical and biological properties of marine areas and the associated sediment and biological assemblages that sustain fish populations throughout their full life cycle. This document aims to provide a better understanding of the role of the economic, institutional and sociocultural components within the ecosystem approach to fisheries (EAF) process and to examine some potential methods and approaches that may facilitate the adoption of EAF management. It explores both the human context for the ecosystem approach to fisheries and the human dimensions involved in implementing the EAF. For the former, the report provides background material essential to understand prior to embarking on EAF initiatives, including an understanding of key concepts and issues, of the valuation of aquatic ecosystems socially, culturally and economically, and of the many policy, legal, institutional, social and economic considerations relevant to the EAF. With respect to facilitating EAF implementation, the report deals with a series of specific aspects: (1) determining the boundaries, scale and scope of the EAF; (2) assessing the various benefits and costs involved, seen from social, economic, ecological and management perspectives; (3) utilizing appropriate decision-making tools in EAF; (4) creating and/or adopting internal incentives and institutional arrangements to promote, facilitate and fund the adoption of EAF management; and (5) finding suitable external (non-fisheries) approaches for financing EAF implementation.

Based on this preliminary diagnosis, gaps were identified in the assessed instruments, and recommendations were made for improving the implementation of the EAF. This report was elaborated following a participatory approach with the involvement of the national competent authorities of Sierra Leone. Drafted in July 2021, the report was submitted to the national authorities of Sierra Leone in October 2021, and further revised and resubmitted in November 2022. The Ministry of Fisheries and Marine Resources of Sierra Leone revised and endorsed this EAF Legal Report in February 2023.

Gökçeada is Turkey’s largest island, and acts as a natural center for the transition points of migrating fish, located at the entrance of Saros Bay, and at a point where the Marmara Sea and the North Aegean waters meet. The banks surrounding Gökçeada, create rich fishing beds. It also hosts Turkey’s only marine park established in 1999. A lack of stock assessments, as well as co-management, has impeded fisheries management capabilities in the region. This document presents a first baseline report on the fisheries of Gökçeada to facilitate its transition to incorporating the principles of an ecosystem approach to fisheries management. This report was prepared as part of the project «Transition to Ecosystem Approach to Fisheries Management and Designing a Management Plan in Gökçeada, Turkey», carried out in cooperation with the Ministry of Agriculture and Forestry and managed by Ege University with the participation of many other stakeholders and financed by the FAO EastMed Project. The first part of the report presents information on the fisheries, and the second section, presents threats to the sustainability of fishing. A review of all existing relevant data was completed in addition to fisher interviews performed in 2020 to properly understand the current state of the fisheries and threats affecting sustainability. The baseline report is the first step towards the preparation of a management plan for fisheries in Gökçeada. The success of this initiative requires the joint willingness and determination of all stakeholders, especially from the official institutions and the fishery cooperative.

This third update of FAO’s global discard estimate adopted the ‘fishery-by-fishery’ approach employed in the second discards assessment published in 2005. The update included publicly available discard data in the last 20 years to establish a baseline of a time series of global marine fisheries discards. This is essential for monitoring the status and trends of discard management, which is the first step of the ecosystem approach to fisheries management cycle. In addition, the study developed a new fisheries data table incorporating landings data from the FAO Global Capture Production dataset (FishStat J) from 2010 to 2014, which allocated the landings to over 2 000 fisheries worldwide. The current study estimated that the annual discards from global marine capture fisheries between 2010 and 2014 was 9.1 million tonnes (95% CI: 6.7 – 16.1 million tonnes). About 46 percent (4.2 million tonnes) of total annual discards were from bottom trawls that included otter trawls, shrimp trawls, pair bottom trawls, twin otter trawls and beam trawls. The study included a synthesis of estimates of bycatch and discards of endangered, threatened and protected (ETP) species. Substantial advances have been made in quantifying fisheries interactions with such species so as to make informed decisions on their protection. However, many challenges remain, especially for small-scale fisheries. The development of standardized data collection techniques, risk-based sampling and sharing of data across agencies and regions will help to identify management priorities and allow implementation and enforcement of mitigation measures. A review of previous research showed that discard practices were often related to a wide range of factors, so it is difficult to assess the effectiveness of fishery management actions on the amount and practice of discards. Many regulations are inconsistently enforced, and their implementation is often less strict than intended. Piecemeal approaches in many bycatch and discards management measures can result in unintended cross-taxa conflicts, where regulations designed to reduce bycatch and/or discards of one species or species group may increase bycatch and/or discards of another. Examination of approaches to accounting for and mitigating against pre-catch, post-capture and ghost fishing mortalities demonstrates that an understanding of the relative importance of factors affecting indirect fishing mortality is necessary for estimating total fishing-induced mortality and for designing and implementing mitigation measures.
