In June 1887, a man known as General Husayn, a manumitted slave turned dignitary in the Ottoman province of Tunis, passed away in Florence after a life crossing empires. As a youth, Husayn was brought from Circassia to Turkey, where he was sold as a slave. In Tunis, he ascended to the rank of general before French conquest forced his exile to the northern shores of the Mediterranean. His death was followed by wrangling over his estate that spanned a surprising array of actors: Ottoman Sultan Abdülhamid II and his viziers; the Tunisian, French, and Italian governments; and representatives of Muslim and Jewish diasporic communities. A Slave Between Empires investigates Husayn’s transimperial life and the posthumous battle over his fortune to recover the transnational dimensions of North African history. North Africa differs from the Middle East in several significant ways. It was subject to a uniform colonial experience as part of the French empire; its populations are far more culturally homogeneous than those of the Middle East; and, since the Reconquista, it has always been far more susceptible to European influences than has the Middle East. It has thus had a far better basis for regional integration and for effective state formation than has the Middle East itself. In the post-Cold War world, North Africa took on a new significance for Europe as issues of migration and regional trade began to dominate the European agenda. This book, first published in 1993, endeavours to investigate the background to the political developments of modern North Africa. This open access book makes a case for a socially inclusive energy transition and illustrates how engineering and public policy professionals can contribute to shaping an inclusive energy transition, building on a socio-technical systems engineering approach. Accomplishing a net-zero greenhouse gas emissions economy in 2050 is a daunting challenge. This book explores the challenges of the energy transition from the perspectives of technological innovation, public policy, social values and ethics. It elaborates on two particular gaps in the design of public policy interventions focused on decarbonization of the energy system and discusses how both could be remedied. First, the siloed organization of public administration fails to account for the many interdependencies between the energy sector, the mobility system, digital infrastructure and the built environment. Cross-sector coordination of policies and policy instruments is needed to avoid potentially adverse effects upon society and the economy, which may hamper the energy transition rather than accelerate it. Second, energy and climate policies pay insufficient attention to the social values at stake in the energy transition. In addressing these gaps, this book intends to inspire decision makers engaged in the energy transition to embrace the transition as an opportunity to bring a more inclusive society into being.
