The purpose of this manual is to provide a source of basic material which can be used by state agency personnel for the orientation of new counselors, for beginning courses in rehabilitation counselor training programs, and for inservice training of experienced rehabilitation counseling personnel. This revised edition of the manual was completed and written under the direction of John F. McGowan, with the assistance of Thomas L. Porter. The revision attempts to incorporate suggestions received from State training supervisors who have used the original publication.
