The conference theme for year 2004 was "Winning the War by Winning the Peace: Strategy for Conflict and Post-Conflict in the 21st Century." Informed by the Korean, Vietnam, and Gulf wars fought by the United States and its allies during the last half of the 20th century--wars in which, despite the qualitative superiority of our forces, the outcomes proved to be less than satisfactory--the conference theme for 2004 entailed a deep probe into the question of how can the West, in this new century of omnipresent terrorism, capitalize on its superior military and economic might to achieve a satisfying and enduring modus vivendi. The search for answers to this central question was lent added relevance and urgency by the fact that the allied anti-insurgency wars in Afghanistan and Iraq were transpiring even as the conference proceeded and, indeed, even as this report goes to press. In the last decades, the United States Army has often been involved in missions other than conventional warfare. These include low-intensity conflicts, counterinsurgency operations, and nation-building efforts. Although non-conventional warfare represents the majority of missions executed in the past sixty years, the Army still primarily plans, organizes, and trains to fight conventional ground wars. Consequently, in the last ten years, there has been considerable criticism regarding the military’s inability to accomplish tasks other than conventional war. Failed states and the threat they represent cannot be ignored or solved with conventional military might. In order to adapt to this new reality, the U.S. Army must innovate. This text examines the conditions that have allowed or prevented the U.S. Army to innovate for nation-building effectively. By doing so, it shows how military leadership and civil-military relations have changed. Nation-building refers to a type of military occupation where the goal is regime change or survival, a large number of ground troops are deployed, and both military and civilian personnel are used in the political administration of an occupied country, with the goals of establishing a productive economy and a stable government. Such tasks have always been a challenge for the U.S. military, which is not normally equipped or trained to undertake them. Using military effectiveness as the measurement of innovative success, the book analyzes several U.S. nation-building cases, including post World War II Germany, South Korea from 1945-1950, the Vietnam War, and Operation Iraqi Freedom. By doing so, it reveals the conditions that enabled military innovation in one unique case (Germany) while explaining what prevented it in the others. This variation of effectiveness leads to examine prevailing military innovation theories, threat-based accounts, quality of military organizations, and civil-military relations. This text comes at a critical time as the U.S. military faces dwindling resources and tough choices about its force structure and mission orientation. It will add to the growing debate about the role of civilians, military reformers, and institutional factors in military innovation and effectiveness.

During the early years of the Iraq War, the US Army was unable to translate initial combat success into strategic and political victory. Iraq plunged into a complex insurgency, and defeating this insurgency required beating highly adaptive foes. A competition between the hierarchical and vertically integrated army and networked and horizontally integrated insurgents ensued. The latter could quickly adapt and conduct networked operations in a decentralized fashion; the former was predisposed to fighting via prescriptive plans under a centralized command and control. The history of development is one marked by insecurities, violence, and persistent conflict. It is not surprising, therefore, that development is now thought of as one of the central challenges of world politics. However, its complexities are often overlooked in scholarly analysis and among policy practitioners, who tend to adopt a technocratic approach to the crisis of development and violence. This book brings together a wide range of contributions aimed at investigating different aspects of the history of development and violence, and its implications for contemporary efforts to consolidate the development-security nexus. From environmental concerns, through vigilante citizenship, to the legacies of armed conflicts during and after decolonization, the different chapters reconstruct the contradictory history of development and critically engage contemporary responses and their implications for social and political analyses. In examining violence and insecurity in relation to core organising principles of world politics the contributors engage the problems associated with the nation state and the inter-state system and underlying assumptions of the promises of progress.
