Excerpt from Tenement House Reform in New York, 1834-1900: Prepared for the Tenement House Commission of 1900 The educational work undertaken by the Association for Improving the Condition of the Poor in 1846, and carried on so successfully by them until 1871, was now taken up by another charitable society, namely, the State Charities Aid Association, formed in 1873. This Society, through its Standing Committee, On the Elevation of the Poor in Their Homes, in 1877, again called attention to the need of reform, and leading architects of the city were asked to send in plans for improved tenement houses, so that the best intelligence of the community might be got to work upon the problem. Excerpt from Housing Laws: A Summary of the More Important Provisions in City and State Codes The following summary of important provisions contained in various tenement house laws, housing codes, and city ordinances was prepared for the use of the Housing Committee of the Minneapolis Civic Commerce Association in its efforts to prepare and secure the passage of a new Housing Code. In order to have each summary as nearly correct as possible, it was sent after preparation to the building inspector or some other responsible person in the city or state in question, with the request that it be carefully reviewed and corrected wherever necessary. All the laws relating to tenements were checked up in this way with the exception of those relating to Grand Rapids and Indiana. The summaries covering regulations affecting dwelling houses (marked with a star where similar to tenement requirements and with a dagger where relating to private dwellings only) were not submitted for correction and may contain errors; neither is it certain that they are complete and entirely up to date. The regulation of private dwellings is comparatively new, and the laws are sometimes difficult to locate. The laws relating to Cleveland, Denver, Kansas City, Portland, and St. Louis are not included because at the time this summary was made, these cities were in the process of revising their laws. Where cities are known to have passed ordinances providing for higher standards than those in state codes, these changes have been noted under their proper headings; otherwise, the provisions relating to cities governed by state codes are to be found under the heading of the state in which the city is located. The expense of preparing the summaries has been so great that the Housing Committee did not feel justified in going to the additional expense of printing solely for its own use. However, so many requests for the summaries have been received that it has been decided to print and make a small charge to cover the cost. Excerpt from State Tenement House Act and State Hotel and Lodging House Act of California: Introduced in California Legislature, Session of 1917 All apartment houses are tenement houses, except houses not more than two stories high containing not more than four apartments. In observing the working of the act in the erection of apart ment houses in San Francisco, particularly in the more con gested portions of that city where hotels and lodging houses abound, I found that while hotels and lodging houses could lawfully use the yards and courts of apartment houses for light and air they gave nothing in return. A hotel or lodging house backing on the rear of an apartment house could be built to the rear line of its lot and use the yard of the apart ment house for light and air. In the same way it used the lot line courts. This condition was producing a solid mass of brick buildings with hardly any open spaces Where only apartment houses, hotels and lodging houses were built the city blocks were becoming a mass of buildings of steel and brick so solidly constructed as to last a century or more and with no proper provision for light and air. Accordingly in January, 1913, I drafted a bill to regulate the erection of hotels and lodging houses which was passed by4 tenement house and hotel and lodging house acts.
