Book Description
The United States faces a new challengeâ€"maintaining the vitality of its system for supporting science and technology despite fiscal stringency during the next several years. To address this change, the Senate Appropriations Committee requested a report from the National Academies of Sciences and Engineering and the Institute of Medicine to address "the criteria that should be used in judging the appropriate allocation of funds to research and development activities; to examine the appropriate balance among different types of institutions that conduct such research; and to look at the means of assuring continued objectivity in the allocation process." In this eagerly-awaited book, a committee of experts selected by the National Academies and the Institute responds with 13 recommendations that propose a new budgeting process and formulates a series of questions to address during that process. The committee also makes corollary recommendations about merit review, government oversight, linking research and development to government missions, the synergy between research and education, and other topics. The recommendations are aimed at rooting out obsolete and inadequate activities to free resources from good programs for even better ones, in the belief that "science and technology will be at least as important in the future as they have been in the past in dealing with problems that confront the nation." The authoring committee of this book was chaired by Frank Press, former President of the National Academy of Sciences (1981-1993) and Presidential Science and Technology Advisor (1977-1981).

Book Description
Excerpt from Allocating Federal Funds for Science and Technology: Hearing Before the Committee on Science, U. S. House of Representatives, One Hundred Fourth Congress, Second Session; February 28, 1996; No. 44 Last year, when I took over as Chairman of the Science Commit tee, the first hearing was - Is Today's Science Policy Preparing Us for the Future? We asked various federal agencies to look at where their science programs should be in the year 2015. That hearing was important and symbolic. As we start the second session of the lo4th Congress, the focus of our first hearing in the Science Committee is Allocating Federal Funds for Science and Technology. I believe this will be a significant hearing as we look forward to the next budget cycle and the future of science funding. This report was requested by the Congress to address the criteria that should be used in judging the appropriate allocation of funds to research and development activities, the appropriate balance among different types of institutions that conduct research, and the means of assuring continued objectivity in the allocation process. I'd like to reflect for a few minutes on where we have been and where I think we're headed in the future. Pages : 50

Book Description
Fifth in a series of annual reports, this study provides observations on the Administration's FY 2003 budget proposal for federal science and technology (FS&T) programs. The first section of the report outlines the development during the 1990s of national goals for science and technology (S&T), re-iterating the importance of U.S. leadership in these fields. It also comments on development of approach to tabulating and analyzing the federal S&T investment. The second section of the report summarizes the President's FY 2003 budget proposal, including proposals for spending on research for countering terrorism. The third section provides observations on the President's proposal, noting differences in funding trends by agency and outlining an approach to FS&T budgeting that focuses on both priority-driven and discovery-oriented research. The final section provides recommendations for ensuring that federally-funded S&T programs provide high-quality research outcomes that are relevant to agency missions and provide the U.S. with global leadership in S&T.

Measuring the Science and Engineering Enterprise

Measuring the Science and Engineering Enterprise PDF Author: National Research Council
Publisher: National Academies Press
ISBN: 030918357X
Category : Political Science
Languages : en
Pages : 160

Book Description
The science and engineering enterprise has continued to evolve, responding over the last decade to increased economic globalization, a post-cold war military, federal budget fluctuations, and structural changes in the way science and engineering are conducted and innovations are adopted. This report suggests ways to revise the data collection activities of the Science Resources Studies Division (SRS) of the National Science Foundation to better capture the current realities of R&D funding and S&E human resources. The report's recommendations would improve the relevance of the data on graduate education, the labor market for scientists and engineers, and the funding and conduct of research and development, and thus better meet the data needs of policymakers, managers, and researchers.

Book Description
Fourth in a series of annual reports, this study provides observations on the Administration's FY 2002 budget proposal for federal science and technology (FS&T) programs. The report comments first on approaches to tabulating federal spending on FS&T and endorses the Administration's method for developing an FS&T budget cross-tabulation for inclusion in its budget proposal. The report then provides observations on the FY 2002 FS&T budget proposal, identifying changes in FS&T investments by federal agencies from the prior year; and assessing the longer-term impacts of these FS&T proposals in various fields.
