In the conflict between logging as a material resource and preservation the forests are becoming depleted throughout the world and this depletion is aggravated by the effects of air pollution. The concept of utilization is thus now being expanded to include vital societal values. These issues are nowhere more acute than in Central and Eastern Europe, where obsolete, poorly maintained industrial plant is common. Air pollutant levels are so high that one area has been called the Black Triangle. Timber is required in this region as a building material and logging for fuelwood is practised, giving rise to a complex linkage between industry, energy supply, deforestation, agriculture, value-added forestry products and economic development. This book presents current information on national and regional issues relating to environmental threats to forest land, focusing on: ecology, environment and science; forest ownership and management; forest product utilization; government and public agency roles. Current developments in Central Europe will have far-reaching consequences on the region’s forestry and related institutional arrangements, such as forest administration, extension services and forest research. Future prospects for the rural population living on income from forestry will considerably depend on how individuals and organisations react in view of these changes. It will be vitally important how forest owners and managers apply new knowledge in forestry and how organisations best deal with the emerging changes. Innovation and entrepreneurship are main driving forces for economic growth, competitiveness and employment creation, especially in rural areas. From 2001 to 2003, the EFI Regional Project Centre INNOFORCE conducted research on innovation and entrepreneurship in forestry in Central Europe, seeking answers to the following questions: What is the situation and perceived future outlook for forestry in the region? How important are innovation and entrepreneurship considered in the sector? How much innovation and entrepreneurship is actually taking place? What are supporting and impeding factors? The research report provides new knowledge on innovation behaviour of forest holdings and forest related innovation systems in Central Europe and on changes that are necessary to enhance innovation and entrepreneurship in the sector. Survey results are accompanied by lessons learned from more than 30 cases referring to innovations in forestry implemented in eight countries.

Abstract: Retention forestry, which retains a portion of the original stand at the time of harvesting to maintain continuity of structural and compositional diversity, has been originally developed to mitigate the impacts of clear-cutting. Retention of habitat trees and deadwood has since become common practice also in continuous-cover forests of Central Europe. While the use of retention in these forests is plausible, the evidence base for its application is lacking, trade-offs have not been quantified, it is not clear what support it receives from forest owners and other stakeholders and how it is best integrated into forest management practices. The Research Training Group ConFoBi (Conservation of Forest Biodiversity in Multiple-use Landscapes of Central Europe) focusses on the effectiveness of retention forestry, combining ecological studies on forest biodiversity with social and economic studies of biodiversity conservation across multiple spatial scales. The aim of ConFoBi is to assess whether and how structural retention measures are appropriate for the conservation of forest biodiversity in uneven-aged and selectively harvested continuous-cover forests of temperate Europe. The study design is based on a pool of 135 plots (1 ha) distributed along gradients of forest connectivity and structure. The main objectives are (a) to investigate the effects of structural elements and landscape context on multiple taxa, including different trophic and functional groups, to evaluate the effectiveness of retention practices for biodiversity conservation; (b) to analyze how forest biodiversity conservation is perceived and practiced, and what costs and benefits it creates; and (c) to identify how biodiversity conservation can be effectively integrated in multi-functional forest management. ConFoBi will quantify retention levels required across the landscape, as well as the socio-economic prerequisites for their implementation by forest owners and managers. ConFoBi's research results will provide an evidence base for integrating biodiversity conservation into forest management in temperate forests
