As a direct result of globalization and expanded economic opportunity, the last half century has yielded the most remarkable exodus from poverty in human history. Regrettably, not all have benefitted equally. No more somber example of this continued disparity can be found than in sub-Saharan Africa -- a region plagued by a myriad of security and development challenges, from the spread of infectious disease, to small arms trafficking, to terrorism. This report hones in on the Eastern Africa subregion and proposes a ¿whole of society¿ approach that seeks to better leverage existing resources, identify new streams of assistance, and bridge the divide between security and development. Book Description
Terrorism in East Africa has remained a concern of the United States since 1998, when al Qaeda bombed U.S. embassies in Kenya and Tanzania. As part of its efforts to address this threat, State launched PREACT in 2009 as a program for long-term engagement and capacity building in East Africa. PREACT -- which focuses on countering terrorist threats, including al Shabaab, an al Qaeda affiliate based in Somalia -- is managed by State's Bureau of African Affairs and provides assistance in a region composed of 12 partner countries. GAO was asked to examine PREACT, including (1) the role it plays in U.S. counterterrorism assistance to East Africa, (2) the extent to which funds allocated for PREACT since 2009 have been disbursed, and (3) the extent to which State considers key factors in managing PREACT. GAO reviewed agency documents and interviewed U.S. officials in Washington, D.C., and in Germany, Djibouti, Ethiopia, and Uganda.

Pages : 56

Book Description
The greatest terrorist threat in East Africa currently emanates from Somalia. This country, which has lacked a stable government since 1991, created the environment that provided a safe haven for al Qaeda and led to the rise of al Shabaab. Between 1998 and 2012, when the latest data were available, there were 334 terrorist attacks by either al Qaeda or al Shabaab in East Africa, with the vast majority occurring in Somalia. The United States designated al Qaeda as a Foreign Terrorist Organization in October 1999 and designated al Shabaab as a Foreign Terrorist Organization in March 2008. Other violent organizations, such as the Lord's Resistance Army, are also active in East Africa but have not been designated as Foreign Terrorist Organizations by State.

African Counterterrorism Cooperation

African Counterterrorism Cooperation PDF Author: Andre Le Sage
Publisher: Potomac Books, Inc.
ISBN: 1612343813
Category : History
Languages : en
Pages : 338

Book Description
Africa is a continent of growing strategic importance in the global war on terrorism. Over the past decade, it has seen a significant number of terrorist attacks and operations, both north and south of the Sahara. Many of these attacks have been led by, coordinated with, or purported to be in support of al Qaeda, but others have been launched by African organizations without significant external support. African Counterterrorism Cooperation provides an overview of terrorist threats in each African economic region and examines terrorism and counterterrorism efforts on the continent as a whole. Drawn largely from papers presented by distinguished experts at a recent conference sponsored by the Africa Center for Strategic Studies at the National Defense University in Washington, DC, this volume comprises chapters on terrorism threats and vulnerabilities in Africa, the roles of the African Union and the Inter-Governmental Authority on Development, counterterrorism measures in East Africa, terrorism threats and responses in the Southern African Development Community Region, and counterterrorism initiatives in the Economic Community of West African States. The final chapter offers an overview of U.S. support for African counterterrorism efforts. Edited by Dr. Andre Le Sage and with a foreword by Gen. Carlton W. Fulford, Jr., USMC (Ret.).

America's Covert War in East Africa

America's Covert War in East Africa PDF Author: Clara Usiskin
Publisher: Hurst & Company Limited
ISBN: 1849044546
Category : History
Languages : en
Pages : 296

Book Description
Clara Usiskin has spent eight years investigating the "War on Terror" and its effects in the East and Horn of Africa, documenting hundreds of cases of rendition, secret detention and targeted killings. As a result of her work exposing abuses carried out by regional governments and their international partners, Clara was deported from Kenya and Uganda and is currently persona non grata in both countries. Her book sets out the historical background to today's covert war, including the early Somali jihads and British repression in colonial Kenya, through to the 1998 US Embassy Bombings in Nairobi and Dar es Salaam, and President Clinton's early rendition programme. America's Covert War in East Africa then looks at the US Military's new Africa Command, with its emphasis on counterterrorism, alongside increasing use of targeted killings by security forces in the region, and continued renditions and secret detention. Finally, Usiskin investigates the shorter and longer term consequences of such intensive militarisation, and the proliferation of surveillance and other technologies of control in East Africa and its surrounding waters, focussing in particular on their impact on vulnerable ethnic and religious groups in a highly volatile region.
