This is the third volume in The Oxford Regional Environments series. The series volumes are devoted to major regions of the world, each presenting a detailed and up-to-date body of scientific knowledge concerning a particular region. For most topics on the physical geography of Northern Eurasia abundant literature now exists. The concluding chapters discuss the effects of anthropogenic activities on the physical environment. The approach is an integrative one, tying together various aspects of the physical environments with the environmental implications of human activites. Every component of the environment is treated as a step in the development of the multi-faceted landscapes which in turn provide possibilities and limitations for cultural and economic usage.

This book focuses on the geo-economic and geopolitical impact of value chains transformation on the transport-logistic reintegration of continental Eurasian countries, with a specific focus on the members of the Eurasian Economic Union. The author assesses the potential impact of current trends (global value chains fragmentation and decoupling) on Eurasian transport integration. The book combines in-depth analysis of the evolution of value chains and transport-logistics corridors across Eurasia with a geopolitical assessment of its implications for the EAEU’s members’ foreign and economic policy orientation. The author explores three key arguments: (1) the key to a successful and sustainable integration of the transport space of continental Eurasia is less the ongoing expansion of transcontinental transit, and more the participation in intraregional and transregional cross-border value chains, even though this process is increasingly tied to the question of the geopolitical and geo-economic orientation of continental Eurasia; (2) even in a more regionalised world economy, the economic complementarities between continental Eurasia and the two manufacturing blocks at the edges of the supercontinent, Europe and Asia, represent the greatest chance for continental Eurasia for larger participation in high value-added value chains; and (3) without diversifying trade and financial ties across Asia and normalising relations with the EU, the combined effect of shifting value chains location across the continent and China’s ambiguous and flexible transport politics might turn an unprecedented chance into risk, augmenting competition among and within countries which are members of the EAEU over traffic volume, FDI, value chain participation, and ultimately geopolitical and geo-economic dividends. China has emerged as a dominant power in Eurasian affairs that not only exercises significant political and economic power, but increasingly, ideational power too. Since the founding of the People’s Republic, Chinese Communist Party leaders have sought to increase state capacity and exercise more effective control over their western frontier through a series of state-building initiatives. Although these initiatives have always incorporated an international component, the collapse of the USSR, increasing globalization, and the party’s professed concerns about terrorism, separatism, and extremism have led to a region-building project in Eurasia. Garcia traces how domestic elite-led narratives about security and development generate state-building initiatives, and then region-building projects. He also assesses how region-building projects are promoted through narratives of the historicity of China’s engagement in Eurasia, the promotion of norms of non-interference, and appeals to mutual development. Finally, he traces the construction of regions through formal and informal institutions as well as integrative infrastructure. By presenting three phases of Chinese domestic state-building and region-building from 1988-present, Garcia shows how region-building projects have enabled China to increase state capacity, control, and development in its western frontier.
