Book Description
There is a strong imperative to rebuild Iraq’s agriculture sector as it is a major provider of employment and income in rural and peri-urban areas. This will allow for the return of millions of internally displaced people (IDP) in Iraq to their areas of origin, following the retaking of Iraqi areas that used to be under the control of the Islamic State of Iraq and the Levant (ISIL) – i.e. all or parts of the five affected governorates of Anbar, Diyala, Kirkuk, Ninewa and Salah al-Din. The impact of conflict caused by ISIL on the agriculture sector has been devastating and includes huge population movements, destruction of and damage to water systems, irrigation facilities and other agricultural infrastructure, disruption of value chains and losses of personal assets, crop and livestock production and food supplies. In response, the Government of Iraq has developed the Iraq Reconstruction and Development Framework (IRFD), which contributes to the Iraq Vision 2030 and National Development Plan (2018–2022). Guided by IRFD, Iraq’s United Nations Country Team (UNCT) formulated the Recovery and Resilience Programme (RRP), which prioritizes three (out of nine ) components to be implemented in the retaken areas with high priority: (i) preventing violent extremism; (ii) restoring communities; and (iii) restoring agriculture and water systems. The RRP was presented at the Kuwait International Conference for Iraq's Reconstruction in February 2018, which was jointly organized by the Government of Iraq, the World Bank and the Kuwait Fund for Arab Economic Development.

In an effort to assist the Iraqi Government in addressing the challenges currently faced by the displaced farming population in their return to farming, the International Organization on Migration (IOM) and the Food and Agriculture Organization of the United Nations (FAO) have agreed to collaborate on a joint study to identify the needs of the displaced population and strategies for restarting agricultural production in conflict-affected rural areas. The study aims to 1) identify the role that agriculture plays as a source of livelihood for internally displaced persons (IDPs) and returnees; 2) understand the drivers, constraints and challenges confronted by displaced and returnee households regarding return to areas of origin and resumption of farming; and 3) investigate how best to rehabilitate the agricultural sector to create opportunities for resilient and robust agricultural livelihoods for returnees and prospective returnees.

"For almost 30 years, including during the period of occupation by the US- and UK-led Coalition Provisional Authority, authorities in Iraq have failed to provide Basra's 4 million residents with safe drinking water. The water crisis came to a head in 2018, when at least 118,000 people were hospitalized with rashes, abdominal pain, vomiting, and diarrhea because of contamination of the water in the Shatt al-Arab, the river Basra sits on. A severe water shortage from upstream has led to seawater incurring into the Shatt al-Arab so that farmers have had to irrigate their land with salt water - losing most of their produce over the last decade. This continuing water crisis is a result of a complex combination of factors including mismanagement of upstream flows leading to too little water coming to Basra; pollution in Basra and further upstream, including raw sewage, garbage, oil spills, and industrial and agricultural waste; damming by neighboring Iran and Turkey; and climate change. Corruption, including by local authorities, has also led to illegal use of precious freshwater resources. Since last summer the government has refused to make public any of its investigations into why the water poisoned people. Nor has it announced any significant measures to improve the quality of water in Basra in coming years. Iraqi authorities have an obligation to secure Basrawis' right to use their land and to safe drinking water and to inform the public when water sources are unsafe.
