What role does ‘place’ have in a world marked by increased mobility on a global scale? What strategies are there for representing ‘place’ in the age of globalization? What is the relationship between ‘place’ and the varied mobilities of migrancy, tourism, travel and nomadism? These are some of the questions that run through the ten essays in this collection. The combined effect of these essays is to participate in the contemporary project of subjecting the links between place, mobility, identity, representation and practice to critical interdisciplinary scrutiny. Such notions are not the property of particular disciplines. In the era of globalization, transnationalism and readily acknowledged cultural hybridity these links are more important than ever. They are important because of the taken-for-grantedness of: the universal impact of globalization; the receding importance of place and the centrality of mobile identities. Urban transport systems worldwide are faced by a multitude of challenges. Among the most visible of these are the traffic gridlocks experienced on city roads and highways all over the world. The prescribed solution to transport problems in most cities has thus been to build more infrastructures for cars, with a limited number of cities improving public transport systems in a sustainable manner. People from West Africa are risking their lives and surrendering their citizenship rights to enter exploitative labour markets in Europe. This book offers an explanation for this phenomenon that is based on close analysis of the contradictory economic and political agendas that create and constrain labour migration. It shows how global capitalism regulates different stages of the process within an interconnected system of economic dispossession, the construction of an illegal status, border control, labour exploitation and processes of underdevelopment. This is summarised as a regime of ‘unfree labour mobility’. Combined with structural and historical approaches, this book is based on ethnographic research. It incorporates those who are left behind, those who decide to stay, migrants who fail and those who are on the move, alongside clustered migrant communities in Senegal, Mauritania and Spain. The book’s panoramic approach shows how West African ‘step-wise’ journeys to Europe by land and sea sees competing territorial and economic policies regulating an unstable and unpredictable trajectory, creating ‘illegal’ labour through dual logics of border security and selective labour mobility. This book demonstrates that the diverse channels through which people migrate in the modern era are mediated by European states and labour markets, which utilise border regimes to control labour and be globally competitive. The themes and patterns that emerge, in their context of inter-generational change, present a challenge to the accepted wisdom about the individual and household dynamics of labour migration. Alongside flows of trade and capital, the free movement of professionals, technical personnel, and students is seen as a key aspect of globalization. Yet not much detailed empirical research has been completed about the trajectories and experiences of these highly skilled or highly educated international migrants. What little is known about these forms of "global mobility," and the politics that surround them, contrasts with the abundant theories and accounts of other types of international migration--such as low income economic migration from less developed to core countries in the international political economy. Drawing on the work of a long-standing discussion group at the Center for Comparative and Global Research of UCLA's International Institute, this collection bridges conventional methodological divides, bringing together political scientists, sociologists, demographers, and ethnographers. It explores the reality behind assumptions about these new global migration trends. It challenges widely held views about the elite characteristics of these migrants, the costs and consequences of the brain drain said to follow from the migration of skilled workers, the determinants of national policies on high skilled migrants, and the presumed "effortlessness" of professional mobility in an integrating world. The volume also sheds new light on international student migration, the politics of temporary, non-immigrant workers in the United States, new international forms of regulating movement, and the realities of the everyday lives of multinational employees in the world's transnational cities. Key differences between the regional contexts of this migration in Europe, North America, and the Asia-Pacific are also emphasized. Michael Peter Smith is professor of community studies at the University of California, Davis. He has published extensively on urban theory, globalization, and transnationalism including Transnationalism from Below and City and Nation (both available through Transaction) and Transnational Urbanism. Adrian Favell is associate professor of sociology at UCLA.
