Book Description
Naval forces are unique in their contribution to the nation's defense. Versatile naval expeditionary forces are the nation's first responders, relied upon to influence the course of a crisis, control the early phases of hostilities, and set the conditions for decisive resolution. America's ability to protect its homeland, assure our friends and allies, and deter potential adversaries depends on maritime supremacy and credible projection of combat power. The transformation of naval forces is dedicated to greatly expanding the sovereign options available worldwide to the President across the full spectrum of warfare. The result of our transformation will be a Navy-Marine Corps Team providing sustainable, immediately employable U.S. combat power, ready to meet any challenge. The Roadmap describes the key naval concepts, capabilities, initiatives, processes and programs that will guide the transformation efforts of the Navy-Marine Corps Team.

Book Description
Donald Rumsfeld¿s vision of a transformed U.S. military has been discussed by many and understood by few, and this lack of understanding has resulted in both significant simplifications and sweeping generalizations. If Rumsfeld¿s Transformation is indeed dead, does this mean that Transformation as a greater process is dead as well? This report discusses the answers to this question, which requires one to understand first that ¿Rumsfeld¿s Transformation Vision (RTV)¿ is the result of multiple influences that predate his time in office. Second, RTV is actually an umbrella term for 3 different things: a new way of war, a process, and a defense strategy. And third, the military services shaped, and at times limited, the effectiveness of his program. Illus.

Naval Transformation Roadmap 2003

Naval Transformation Roadmap 2003 PDF Author: Department Navy
Publisher: CreateSpace
ISBN: 9781508499978
Category :
Languages : en
Pages : 102

Book Description
Naval transformation will support joint transformation by delivering new military capabilities and dramatically enhancing current capabilities to protect and advance America's worldwide interests by assuring access and projecting power from the sea. While the Navy - Marine Corps Team is expanding the entire array of naval capabilities we provide the Nation, our transformation is centered upon the development of Seabasing: the concepts and capabilities that exploit our command of the sea to project, protect, and sustain integrated warfighting capabilities from the maritime domain. Seabasing and the supporting tools we are developing will usher in dramatic new ways of employing naval forces to deter conflict and, when required, to wage war. Throughout, every aspect of naval transformation will be, first and foremost, committed to and built upon the principles of jointness. Seabasing will provide new naval capability options for use by Joint Force Commanders in innovative combinations with the transformed capabilities of the other Services and Agencies. The transformation of America's naval forces is a continuous process, one that includes changes in the way we train, educate and employ our people; the way we organize and equip our warfighting formations; and the processes by which we distinguish and develop the naval capabilities that will be needed by future joint forces. This Naval Transformation Roadmap serves to identify the most significant of the enhanced naval capabilities we believe will be required by the nation, and captures many of the concrete steps we are taking to achieve them. It describes how naval forces will achieve the transformational warfighting capabilities needed to support the developing Joint Operating Concepts (JOCs) and the six critical operational goals described in the 2001 Quadrennial Defense Review (QDR). These naval capabilities are focused on projecting and sustaining forces in distant anti-access and area denial environments while protecting against our asymmetric vulnerabilities by exploiting our maritime superiority to protect and advance America's worldwide interests. Naval transformation also supports Sailors, Marines, civilians, and contractors through the modernization of naval personnel management systems. Throughout, our naval transformational process is intended to support the development of Department of Defense capabilities that are jointly integrated from inception, rather than being merely incorporated by future Joint Force Commanders under the pressure of emerging crises. The Navy - Marine Corps Team; with its two distinct Services, core competencies, and cultures; is proud to serve as a model for what can be achieved by different organizations working towards common ends.

The Role of Experimentation in Building Future Naval Forces

The Role of Experimentation in Building Future Naval Forces PDF Author: National Research Council
Publisher: National Academies Press
ISBN: 0309088739
Category : Technology & Engineering
Languages : en
Pages : 254

Book Description
The Department of Defense is in the process of transforming the nation's armed forces to meet the military challenges of the 21st century. Currently, the opportunity exists to carry out experiments at individual and joint service levels to facilitate this transformation. Experimentation, which involves a spectrum of activities including analyses, war games, modeling and simulation, small focused experiments, and large field events among other things, provides the means to enhance naval and joint force development. To assist the Navy in this effort, the Chief of Naval Operations (CNO) asked the National Research Council (NRC) to conduct a study to examine the role of experimentation in building future naval forces to operate in the joint environment. The NRC formed the Committee for the Role of Experimentation in Building Future Naval Forces to perform the study.

Distributed Remote Sensing for Naval Undersea Warfare

Distributed Remote Sensing for Naval Undersea Warfare PDF Author: National Research Council
Publisher: National Academies Press
ISBN: 0309101808
Category : Technology & Engineering
Languages : en
Pages : 42

Book Description
The widespread availability of quiet, diesel electric submarines and inexpensive mines is posing a growing threat to global access by the U.S. Navy. In response, the Navy has expanded its undersea warfare efforts and put particular emphasis on the potential for new distributed remote sensing (DRS) approaches. To assist with this effort, the former Chief of Naval Operations requested the NRC to conduct an assessment of DRS for naval undersea warfare. This report provides a clear, near-term path by which useful DRS systems can be applied rapidly to pressing naval USW problems, and by which ongoing science and technology efforts can be directed toward the most useful options. The report contains information as described in 5 U.S.C. 552(b) and therefore could not be released to the public in its entirety. The public version consists of the front matter and executive summary.

The George W. Bush Defense Program

The George W. Bush Defense Program PDF Author: Stephen J. Cimbala
Publisher: Potomac Books, Inc.
ISBN: 159797613X
Category : Political Science
Languages : en
Pages : 462

Book Description
The events of 9/11 and the wars in Iraq and Afghanistan make an obvious case for expert study of the George W. Bush defense program. During the Bush administration, the rise and fall of governments, the fates of peoples, and the very definitions of "war" and "victory" were up for discussion. The United States, with its unprecedented global military power at the dawn of the twenty-first century, created new opportunities for using foreign policy and military strategy on behalf of national and allied interests. But this power was limited, and its use against unconventional or otherwise unorthodox enemies required careful calibration of its various instruments. In this insightful series of essays edited by Stephen Cimbala, eleven academic experts prominent in the defense and security think-tank communities assess Bush's defense program. Many also have past or current experience in the U.S. government or the American armed forces. They examine Bush's defense policy and strategy across several critical issues, including Iraq, Afghanistan, terrorism, nuclear arms control, and foreign military sales. In addition, special chapters are devoted to the leadership style of former defense secretary Donald Rumsfeld, to the idea of "victory" as it might apply to Bush's defense decisions, and to the best exit strategy from Iraq for the United States. The lessons learned from the successes and failures in Bush's defense policy, clearly presented in The George W. Bush Defense Program, can also be applied to the appraisal of all presidents.

FORCEnet Implementation Strategy

FORCEnet Implementation Strategy PDF Author: National Research Council
Publisher: National Academies Press
ISBN: 0309100259
Category : Technology & Engineering
Languages : en
Pages : 260

Book Description
FORCEnet is currently defined as the operational construct and architectural framework for naval warfare in the information age that integrates warriors, sensors, networks, command and control, platforms, and weapons into a networked, distributed, combat force that is scalable across all levels of conflict from seabed to space and sea to land. Although this definition views FORCEnet as the operational construct and the architectural framework for the entire transformed Navy, some have viewed FORCEnet merely as an information network and the associated FORCEnet architecture merely as an information systems architecture. FORCEnet Implementation Strategy provides advice regarding both the adequacy of this definition and the actions required to implement FORCEnet.
