These essays on the conceptual understanding of modern physics strike directly at some of the principal difficulties faced by contemporary philos ophers of physical science. This volume is dedicated to Mario Bunge in honor of his sixtieth birthday. Mario Bunge is a philosopher of great repute, whose enormous output includes dozens of books in several languages, which will culminate with his Treatise on Basic Philosophy projected in seven volumes, four of which have already appeared [Reidel, I 974ff. ]. He is known for his works on research methods, the foundations of physics, biology, the social sciences, the diverse applications of mathematical methods and of systems analysis, and more. Bunge stands for exact philosophy, classical liberal social philosophy, rationalism and enlightenment. He is brave, even relentless, in his attacks on subjectivism, mentalism, and spiritualism, as well as on positivism, mechanism, and dialectics. He believes in logic and clarity, in science and open-mindedness - not as the philosopher's equivalent to the poli tician's rhetoric of motherhood and apple pie, but as a matter of everyday practice, as qualities to cultivate daily in our pursuit of the life worth living. The idea to produce the current volume was conceived by Jiirgen Mittelstrass and Robert E. Butts in 1978. Idealist philosophers are wrong about one thing: the temporal gap separating idea and reality can be very long indeed - even ten or so years! Problems of timing were joined by personal problems and by the pressure of other professional commitments. Fortunately, James Brown agreed to cooperate in the editing of the volume; the infusion of his usual energy, good judgement and good-natured promptness saved the volume and made its produc tion possible. Despite the delays, the messages of the papers included in the book have not gone stale. An extremely worthwhile exercise in international philosophical cooperation has come to fruition; the German constructivist philosophical position is here represented in papers in English that will make its contemporary importance available to a larger audience. The editors owe thanks to many persons. All involved in the project owe much to the interest and support of Nicholas Rescher, a friend of the undertaking from the time of its inception. My review of the translations was helped immensely by Andrea Purvis' careful copy editing of the typescript. The interrelations of science and technology as an object of study seem to have drawn the attention of a number of disciplines: the history of both science and technology, sociology, economics and economic history, and even the philosophy of science. The question that comes to mind is whether the phenomenon itself is new or if advances in the disciplines involved account for this novel interest, or, in fact, if both are intercon nected. When the editors set out to plan this volume, their more or less explicit conviction was that the relationship of science and technology did reveal a new configuration and that the disciplines concerned with 1tS analysis failed at least in part to deal with the change because of conceptual and methodological preconceptions. To say this does not imply a verdict on the insufficiency of one and the superiority of any other one disciplinary approach. Rather, the situation is much more complex. In economics, for example, the interest in the relationship between science and technology is deeply influenced by the theoretical problem of accounting for the factors of economic growth. The primary concern is with technology and the problem is whether the market induces technological advances or whether they induce new demands that explain the subsequent diffusion of new technologies. Science is generally considered to be an exogenous factor not directly subject to market forces and, therefore, appears to be of no interest.

In connection with the "Philosophy of Science" research program conducted by the Deutsche Forschungsgemeinschaft a colloquium was held in Munich from 18th to 20th May 1919. This covered basic structures of physical theories, the main emphasis being on the interrelation of space, time and mechanics. The present volume contains contributions and the results of the discussions. The papers are given here in the same order of presentation as at the meeting. The development of these "basic structures of physical theories" involved diverging trends arising from different starting points in philosophy and physics. In order to obtain a clear comparison between these schools of thought, it was appropriate to concentrate discussion on geometry and chronology as the common foundation of classical and quantum mechanics. Azarya Polikarov was born in Sofia on October 9, 1921. Through the many stages of politics, economy, and culture in Bulgaria, he maintained his rational humanity and scientific curiosity. He has been a splendid teacher and an accomplished critical philosopher exploring the conceptual and historical vicis situdes of physics in modern times and also the science policies that favor or threaten human life in these decades. Equally and easily at home both within the Eastern and Central European countries and within the Western world. Polikarov is known as a collaborating genial colleague, a working scholar. not at all a visiting academic tourist. He understands the philosophy of science from within, in all its developments, from the classical beginnings through the great ages of Galilean, Newtonian. Maxwellian science. to the times of the stunning discoveries and imaginative theories of his beloved Einstein and Bohr of the twentieth century. Moreover, his understanding has come along with a deep knowledge of the scientific topics in themselves. Looking at our Appendix listing his principal publications, we see that Polikarov's public research career, after years of science teaching and popular science writing, began in the fifties in Bulgarian, Russian and German journals.
