This book explains how advanced democracies and welfare states can achieve welfare-enhancing, liberal institutional reform. It develops a general theory based on an extended comparative case study of Sweden and Australia over the last 25 years, and offers an in-depth contribution to the field of institutional change, explaining how to govern a country well and how to overcome different barriers to reform, such as special interests, negativity biases and media logic. It develops the concepts of the ‘reform cycle’, ‘reform strategies’ and ‘polycentric experiential’ learning in order to explain successful reforms, and the key role of policy entrepreneurs, who introduce and develop new ideas. The book explores the politics of immigration in Australia through an in-depth study of the ‘new generation’ of young Korean migrants in Melbourne. States with high rates of immigration such as Australia can largely determine who enter their societies, but some migrants, such as younger Koreans, can determine how and where they live due to desirable attributes such as their skills, education, and adaptability. The book uses Albert Hirschman’s ‘exit, voice, and loyalty’ schema to explore the choices available to such new and would-be citizens, especially when faced with economic, social, and/or political decline in their host society. Through in-depth interviews, the book explores if young Koreans were most attracted to the options of staying in Australia (loyalty), changing it from within (voice), or leaving (exit). The most common experience among younger Koreans, the book finds, is loyalty: most respondents express satisfaction with their lives in Australia and want to make it their home. These findings reveal how a particular group of migrants negotiates their citizenship with a would-be host society. By extension, the book illustrates the range and degree of strategies available to other migrants and would-be migrants, and how they might secure their livelihoods and well-being at a time of greater restrictions on international migration. This book will be of interest to scholars of multiculturalism and immigration history in Australia, citizenship and migration, and Korean studies.

Modern-day markets do not arise spontaneously or evolve naturally. Rather they are crafted by individuals, firms, and most of all, by governments. Thus "marketcraft" represents a core function of government comparable to statecraft and requires considerable artistry to govern markets effectively. Just as real-world statecraft can be masterful or muddled, so it is with marketcraft. In Marketcraft, Steven Vogel builds his argument upon the recognition that all markets are crafted then systematically explores the implications for analysis and policy. In modern societies, there is no such thing as a free market. Markets are institutions, and contemporary markets are all heavily regulated. The "free market revolution" that began in the 1980s did not see a deregulation of markets, but rather a re-regulation. Vogel looks at a wide range of policy issues to support this concept, focusing in particular on the US and Japan. He examines how the US, the "freest" market economy, is actually among the most heavily regulated advanced economies, while Japan's effort to liberalize its economy counterintuitively expanded the government's role in practice. Marketcraft demonstrates that market institutions need government to function, and in increasingly complex economies, governance itself must feature equally complex policy tools if it is to meet the task. In our era-and despite what anti-government ideologues contend-governmental officials, regardless of party affiliation, should be trained in marketcraft just as much as in statecraft.
