Tanzania’s adjustment program, which began in the mid-1980s, was accompanied by a sharp increase in the levels of foreign assistance. Previous studies, using published data, have not reflected much improvement in economic performance during the reform period. This paper attempts to shed new light on the relationship between adjustment and aid dependency in Tanzania, by adjusting the macroeconomic database to correct for data deficiencies in several important respects. A subsequent comparison with other sub-Saharan African countries shows that, contrary to traditional interpretation, Tanzania’s increased dependence on foreign assistance did not lead to a deterioration in domestic savings performance. Efficiency of investment, however, has been substantially lower in Tanzania.

This paper discusses Tanzania’s Fifth Review Under the Policy Support Instrument (PSI). Tanzania’s macroeconomic performance remains strong. Economic growth was robust during the first half of 2016. Inflation came down below the authorities’ target of 5 percent and is expected to remain close to the target, while the external current account deficit was revised down on account of lower imports of capital goods. Nevertheless, there are risks that could adversely affect economic growth going forward, emerging from the currently tight stance of macroeconomic policies, slow implementation of public investment, and private sector uncertainty about the government’s new economic strategies. The IMF staff recommends completion of the fifth review under the PSI.

This Selected Issues paper examines productivity, growth, structural reforms, and macroeconomic policies in Tanzania. Tanzania experienced macroeconomic stabilization and significant structural change over the last three decades, including two major waves of reforms, first in the mid-1980s and more importantly in the mid-1990s. Both reform waves were followed by total factor productivity (TFP) and growth spurts. Over the recent period, TFP growth decreased, which coincided with a less strong reform drive. It is suggested that a TFP-led growth model is superior and that vigorous reforms are needed to foster further structural transformation of the economy and sustain high productivity gains and investment.
