Sustainable agricultural practices enable more efficient use of natural resources, mitigate the impact of agriculture on the environment, and strengthen capacity for adaptation to climate change and climate variability. Because these practices usually require substantial effort or resource allocation from farmers, incentives are necessary to support farmer adoption. Despite growing interest, there has been little systematic evaluation of the incentives–adoption–outcome chain—that is, which incentives best promote adoption and which lead to desired sustainability outcomes. This brief presents the results of a literature review that examined (1) uptake agricultural practices under three kinds of incentives, market and nonmarket, regulations, and cross-compliance, and (2) the impact on productivity, profitability, and environmental sustainability. Based on this review, it offers a set of seven tested principles to follow in designing and implementing incentives for sustainable agriculture.

Book Description
Climate change and conflicts co-exist in many countries with significant welfare and socio-environmental implications. Different approaches are being promoted to adapt and build resilience to these fragilities including the adoption of sustainable farm practices that have the potential to increase agricultural productivity and maintain environmental sustainability. We undertake a systematic review and perform a meta-analysis to understand and synthesize the adoption and impacts of agricultural technologies and natural resource management practices with a special attention to fragile and conflict affected settings. We employ state of the art machine learning methods to enable process and selection of appropriate papers from a universe of over 78,000 papers from leading academic databases. We find that studies on adoption and impact of agricultural technologies and natural resource management practices are highly clustered around Ethiopia and Nigeria. We do not find any studies on Small Island States. We observe a wide array of characteristics that influence adoption of these technologies. Of the over 1400 estimates of determinants collected, majority predict input technologies while very few studies and estimates are found in relation to risk management and mechanisation technologies. Our meta-analysis shows an average effect size of 7 - 9% for the different technologies and practices. For the outcomes: land productivity, food security and household welfare, we obtain effect sizes of 6, 8 and 9% respectively. We do not observe much in terms of publication bias. Both climate and conflict vulnerability not only cause far more food insecurity, poverty, and degradation of the environment on their own but also reinforce each other through the climate change – conflict linkage. For these detrimental effects to be curtailed, utilisation of climate-smart agricultural technologies and natural resource management practices need to be encouraged. We thus lend credence to the development, dissemination and upscaling of these sustainable practices. We observe a lot of space for growth and adoption of these technologies.

Securing Food for All in Bangladesh presents an array of research that collectively address four broad issues: (1) agricultural technology adoption; (2) input use and agricultural productivity; (3) food security and output market; and (4) poverty, food security, and women’s empowerment. The fifteen chapters of the book address diverse aspects within these four themes. Access to sufficient food by all people at all times to meet their dietary needs is a matter of critical importance. Despite declining arable agricultural land, Bangladesh has made commendable progress in boosting domestic food production. The growth in overall food production has been keeping ahead of population growth, resulting in higher per capita availability of food over time. In the early 1970s, Bangladesh was a food-deficit country with a population of about 75 million. Today, the population is 165 million, and the country is now self-sufficient in rice production, which has tripled over the past three decades. Along with enhanced food production, increased income has improved people’s access to food. Furthermore, nutritional outcomes have improved significantly. Nevertheless, the challenges to food and nutrition security remain formidable. Future agricultural growth and food and nutrition security are threatened by population growth, worsening soil fertility, diminishing access to land and other scarce natural resources, increasing vulnerability of crop varieties to pests and diseases, and persistent poverty leading to poor access to food. In addition, the impacts of climate change—an increase in the incidence of natural disasters, sea intrusion, and salinity—will exacerbate food and nutrition insecurity in the coming decades if corrective measures are not taken. Aligned with this context, the authors of the book explore policy options and strategies for developing agriculture and improving food security in Bangladesh. This report assesses the impact on smallholder farmers of technology options developed by Uganda's National Agricultural Research Organization (NARO) to improve the productivity of the East African highland banana, a major crop in Uganda and Tanzania. The contributors survey an array of options either currently practiced or under development, including improved soil fertility management practices, conventional banana improvement, and transgenic banana cultivars. Their survey produces a number of findings with important implications for banana production: a recently developed banana hybrid adopted in Tanzania reduced the vulnerability of Tanzanian households to yield losses from pests and disease; a strong network of social ties among farmers facilitates the spread of best soil fertility management practices through farmer-to-farmer exchange; and transgenic bananas currently being developed could have pro-poor impact. Drawing on simulations of the economic benefits of these and other technology options, the contributors conclude that the current strategy endorsed by NARO, of combining conventional and transgenic approaches to mitigate the biotic pressures that cause major economic losses, is essential for sustaining banana production systems. The report serves as a valuable baseline for researchers and others interested in measuring the effectiveness of crop improvement programs.
