How can we build the institutions that will promote the cooperation needed to meet our intertwined environmental and economic needs? Efforts to meet these twin goals in New York City’s watershed collaborations offer some guidance. The experience provides lessons in addressing scattered sources of pollution, encouraging environmentally compatible economic development, and coping with conflicts that are part of the collaboration process. It also yields insights into what we need to work effectively towards sustainable economic development. This book identifies many barriers to achieving the cooperation necessary to solving our water problems and discusses how watershed collaborations are a means to overcoming those barriers. Historical experience and lessons from other watershed collaborations informed the design of New York City’s complex watershed collaboration which is shown to contain the elements of a "green milieu" that can foster sustainable economic development. For the last 200 years, New York City has obtained water through a network of nineteen reservoirs and controlled lakes, some as far as 125-miles away. Growing scarcity of freshwater worldwide brings to light the need for sound water resource modeling and policy analysis. While a solid foundation has been established for many specific water management problems, combining those methods and principles in a unified framework remains an ongoing challenge. This Handbook aims to expand the scope of efficient water use to include allocation of sources and quantities across uses and time, as well as integrating demand-management with supply-side substitutes. Socially efficient water use does not generally coincide with private decisions in the real world, however. Examples of mechanisms designed to incentivize efficient behavior are drawn from agricultural water use, municipal water regulation, and externalities linked to water resources. Water management is further complicated when information is costly and/or imperfect. Standard optimization frameworks are extended to allow for coordination costs, games and cooperation, and risk allocation. When operating efficiently, water markets are often viewed as a desirable means of allocation because a market price incentivizes users to move resources from low to high value activities. However, early attempts at water trading have run into many obstacles. Case studies from the United States, Australia, Europe, and Canada highlight the successes and remaining challenges of establishing efficient water markets.

The Principles for Effective Joint Bodies for Transboundary Water Cooperation, presented in this publication, distil valuable lessons from the experiences of joint bodies worldwide, Parties to the Water Convention and other States, as well as other stakeholders. These experiences were gathered through an extensive consultation process under the Water Convention. At its seventh session (Budapest, 17-19 November 2015) the Meeting of the Parties to the Water Convention formally adopted the principles and encouraged countries to use them. The principles seek to facilitate the establishment and work of joint bodies and ultimately to contribute to reaching a high level of cooperation between riparian States. The principles are highly relevant in the light of the opening of the Water Convention to all United Nations Member States and can assist countries in implementing one of its main obligations.
