The Food and Agriculture Organization of the United Nations (FAO) commissioned the National Research University Higher School of Economics (HSE) in Moscow to organize the international forum “Food policy, rural development and gender equality in Eastern Europe, Caucasus and Central Asia: current trends and the impact of the COVID-19 pandemic” which took place on 10, 12 and 17 March 2021. This paper is based on the discussions held at the webinars. It identifies and documents the key issues to inform stakeholders, and serves as a reference for the work of FAO and other development actors in the region. The presentations and discussions focused on the role of women in Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Turkmenistan) and South Caucasus (Armenia, Azerbaijan and Georgia), but also highlighted cases from the Russian Federation, other Eastern European countries (Belarus, Republic of Moldova and Ukraine), the Western Balkans (Albania, Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia) and Turkey. This summary lists examples of promising practices in the region and beyond to improve the socio-economic opportunities of rural women and young people. In addition, based on the discussions of all three webinars, the summary offers a range of policy recommendations that can be deployed by FAO and Members.

Taking a panoramic picture of the agrifood sector in the country during the COVID-19 period, the study portrays how the pandemic impact on agrifood chains, smallholders and rural economies in Türkiye. The report titled “COVID-19 Rapid Impact Assessment on Agri-Food Sector and Rural Areas in Türkiye” is an outcome of a joint study by the International Fund for Agricultural Development (IFAD), the United Nations Development Programme (UNDP), the Food and Agriculture Organization of the United Nations (FAO), and the Ministry of Agriculture and Forestry of Türkiye. Despite initial concerns of catastrophic outcomes, the COVID-19 pandemic and the resulting lockdown measures did not severely affect regional agriculture in Central Asia and the Caucasus. They did, however, affect food supply chains in terms of demand and logistics. Food prices were volatile throughout 2020 and particularly high in countries with currency depreciation. However, the on-going COVID-19 pandemic as a human and health crisis presents an ever increasing risk to the economies of Central Asia and the Caucasus. The global implications of the pandemic, combined with a decline in oil and gas exports and migrant remittances, could impede recovery and undermine economic stability in the region. Policymakers should avoid disrupting domestic food supply chains and placing barriers to trade through export bans and quotas. At the same time, they must ensure food security and reduced price volatility through diversified trade networks. Deeper domestic value chains and efficient management of public and private food stock reserves will better prepare countries to face the continuing effects of the COVID-19 pandemic. Better-informed and targeted policy responses to a pandemic require improved national systems of nutrition research and monitoring, and timely availability of data not only relating to production but also to other levels of the agrifood chain.

In this paper we focus specifically on differences in the welfare impacts of COVID-19 on rural livelihoods between countries using nationally representative data that we disaggregate by food system typology. This typology captures key structural differences in the organization of rural economies and the vulnerabilities to rural livelihoods due to the COVID-19 pandemic and associated lockdown measures. In particular, we draw on household survey data collected from 54 countries through the World Bank’s COVID-19 High Frequency Monitoring Dashboard to generate descriptive data on COVID-19 impacts in rural areas across three dimensions: income, coping strategies and food security. These descriptive data are disaggregated into four food system categories and contextualized and validated through a systematic review of rigorous, survey-based studies of COVID-19 impacts in rural areas. Through this analysis, the report provides insights on how COVID-19 is influencing rural livelihoods, how its impacts vary between countries and food system typologies, and, ultimately, how policymakers and the international community need to respond in order to foster an inclusive and sustainable recovery.

This report presents the latest updates related to food security and nutrition in Europe and Central Asia, including estimates on the cost and affordability of healthy diets. It also explores how governments are supporting the food and agriculture sector and how to repurpose policies and incentives to make healthy diets more affordable and agrifood systems more environmentally sustainable. The new estimates confirm that the prevalence of hunger at chronic or severe levels is relatively low in the ECA region, through the prevalence of food insecurity at moderate or severe levels can be quite high. The region is seeing alarmingly high – and rising – rates of overweight and obesity. The COVID-19 pandemic has added 25.5 million people in the region to the ranks of the moderately or severely food insecure, leaving them without access to safe, nutritious and adequate food. The war in Ukraine has made the situation worse. Almost all ECA subregions are experiencing increased costs and reduced affordability of healthy diets because of higher food prices and lower incomes. This report contains an in-depth analysis of the repurposing of food and agricultural policies to ensure the food systems transformation is better suited to addressing the “triple challenge” of achieving food security and good nutrition for better health, providing livelihoods to farmers and others connected to the sector, and reducing the nature and climate footprint of the sector. This report also reviews complementing policies within and outside of agrifood systems to assess whether repurposing efforts are impactful in the ECA region.

The state of food security and nutrition in the world, including that of the Europe and Central Asia region, was marked in 2020 by the outbreak of COVID-19 and resulting disruptions to markets, trade and food supply chains. The pandemic has had a negative effect on food security in the region. It is in this light that the report seeks to assess how food security and nutrition indicators in the region, subregion and countries have changed under the shadow of the pandemic and to monitor the region’s progress towards achieving the SDGs. The first major conclusion is that the subregions (such as the Caucasus and Central Asia) and countries that were already vulnerable before the pandemic became even more so in 2020. The resilience of the Europe and Central Asia region relies mostly on the provision of solid effort in the vulnerable subregions. The second major conclusion is that, although the region was doing better than the world in 2020 in some indicators, there is still an enormous amount of work ahead to achieve the Sustainable Development Goals.

A two-day virtual regional consultation titled “Engaging with Academia and Research Institutions (ARIs) to Support Family Farmers and Food System Transformation During and Post COVID-19 Pandemic in Asia” was held by the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) and the Asian Farmers’ Association for Sustainable Rural Development (AFA) from 8–9 December 2021. The consultation was organized in collaboration with United Nations Educational, Scientific and Cultural Organization (UNESCO), International Cooperation Centre of Agricultural Research for Development (CIRAD), Group For Research and Technology Exchanges (GRET), and with technical assistance from FAO Regional Office for Asia and the Pacific (RAP). It was attended by 157 international participants and 51 speakers coming from different academic and research institutions (ARIs), non-governmental organizations (NGOs) and civil society organizations (CSOs), government agencies, and development partners. The regional consultation highlighted the importance of collaboration among ARIs, family farmers’ organizations, government agencies, and development partners in Asia in enhancing the livelihoods of family farmers and developing their capacities to cope with the COVID-19 pandemic through agroecology. This publication compiles the proceedings of the two-day virtual regional consultation and marks an important milestone in initiating a stocktaking of existing initiatives and collaborations between ARIs, inter-government agencies and family farmers’ organizations in the region with a specific focus on agroecology and sustainable food systems.
