Understanding the Humanitarian World

Understanding the Humanitarian World PDF Author: Daniel G Maxwell
Publisher: Routledge
ISBN: 1000007618
Category : Political Science
Languages : en
Pages : 202

Book Description
Conflict and disaster have been part of human history for as long as it has been recorded. Over time, more mechanisms for responding to crises have developed and become more systematized. Today a large and complex ‘global humanitarian response system’ made up of a multitude of local, national and international actors carries out a wide variety of responses. Understanding this intricate system, and the forces that shape it, are the core focus of this book. Daniel G Maxwell and Kirsten Gelsdorf highlight the origins, growth, and specific challenges to, humanitarian action and examine why the contemporary system functions as it does. They outline the main actors, explore how they are organised and look at the ways they plan and carry out their operations. Interrogating major contemporary debates and controversies in the humanitarian system, and the reasons why actions undertaken in its name remain the subject of so much controversy, they provide an important overview of the contemporary humanitarian system and the ways it may develop in the future. This book offers a nuanced understanding of the way humanitarian action operates in the 21st century. It will be essential reading for anyone with an interest in international human rights law, disaster management and international relations.

Humanitarian Ethics

Humanitarian Ethics PDF Author: Hugo Slim
Publisher: Oxford University Press
ISBN: 0190613327
Category : Social Science
Languages : en
Pages : 257

Book Description
Humanitarians are required to be impartial, independent, professionally competent and focused only on preventing and alleviating human suffering. It can be hard living up to these principles when others do not share them, while persuading political and military authorities and non-state actors to let an agency assist on the ground requires savvy ethical skills. Getting first to a conflict or natural catastrophe is only the beginning, as aid workers are usually and immediately presented with practical and moral questions about what to do next. For example, when does working closely with a warring party or an immoral regime move from practical cooperation to complicity in human rights violations? Should one operate in camps for displaced people and refugees if they are effectively places of internment? Do humanitarian agencies inadvertently encourage ethnic cleansing by always being ready to 'mop-up' the consequences of scorched earth warfare? This book has been written to help humanitarians assess and respond to these and other ethical dilemmas.

The World Food Programme and Global Food Security

The World Food Programme and Global Food Security PDF Author: Great Britain. Parliament. House of Commons. International Development Committee
Publisher: The Stationery Office
ISBN: 9780215522108
Category : Agriculture and state
Languages : en
Pages : 64

Book Description
Hunger and malnutrition are long-term problems facing the world. Recent food price rises have greatly exacerbated the difficulties poor people face in accessing nourishing food and have dragged up to 100 million people back into poverty. The World Food Programme's (WFP) 'pipeline' of emergency food has never been more important. WFP does crucial work at the frontline of humanitarian emergencies and in building the resilience of communities to deal with long-term hunger. Up to 20 million tonnes of food may be needed to feed new groups of people being pushed into poverty by food price rises. Significant increases to the WFP's budget are likely to be needed in order to secure this additional food supply. The usual annual total of US$3 billion in voluntary contributions may need to double to US$5-6 billion. Malnutrition is responsible for one-third of child deaths, yet it is under-funded and under-emphasised by the international community and the UN system. The Committee is shocked that DFID lacks a specific nutrition policy and measurable targets for assessing progress in reducing malnutrition. The establishment of the UN Taskforce and its Comprehensive Framework for Action on food security are positive steps. Agencies such as DFID and the WFP must look beyond the current crisis and address long-term drivers of food security. DFID should re-focus on agriculture. Reforms to the UN system are another important factor in improving future responses to food insecurity. There is scope for far greater integration of the work done by the three Rome-based UN agencies. Identifying the WFP as the lead UN agency on hunger would contribute to a more coherent international approach.
