This book seeks to uncover how today’s ideas about climate and catastrophe have been formed by the thinking of Romantic poets, novelists and scientists, and how these same ideas might once more be harnessed to assist us in the new climate challenges facing us in the present. The global climate disaster following Mt Tambora’s eruption in 1815 – the ‘Year without a Summer’ – is a starting point from which to reconsider both how the Romantics responded to the changing climates of their day, and to think about how these climatic events shaped the development of Romanticism itself. As the contributions to this volume demonstrate, climate is an inescapable aspect of Romantic writing and thinking. Ideologies and experiences of climate inform everything from scientific writing to lyric poetry and novels. The first edition of my book "Climate and Circulation of the Tropics" was reasonably up to date to the middle of 1985. In a second printing in 1988 it was possible to complete a few literature references and to correct some misprints. However, vigorous research has taken place over the past five years in various areas of tropical climate dynamics, especially in the atmosphere-ocean mechanisms of climate anomalies, climate prediction, ocean circulation, and paleoclimates. Promising progress has also been made in the application of general circulation modelling to tropical climate problems. In the present second edition, named "Climate Dynamics of the Tropics", I have attempted to incorporate much of the recent work to late 1990. Chapters 8 and 9 have been essentially re-written, and major additions have been made to Chapters 4 and 12 in particular. I would like to acknowledge the continued support by the U.S. National Science Foundation over the past five years. B. Parthasarathy, Poona, and H. Lessmann, San Salvador, sent me updates of data series not easily accessible. I have benefitted from discussions with numerous colleagues in the United States and overseas. In the preparation of this second edition, Marilyn Wolff patiently transferred my illegible hand-written drafts onto word processor. Through a series of interpretative histories, this book presents a critical history of management studies and development studies and shows the ways their twinned theories situated technocrats as necessary arbiters in regimes of accumulation. It concludes with a discussion of alternative approaches to theorizing management and development studies and their implications for productive forms of politics relevant to our contemporary moment. The book argues that the disciplines of management studies and development studies emerged as common‐sense explanations for how the needs of both capital and society could be balanced through the intervention of trained experts. Against NGOs fills a gap within the literature of management and development studies through a discussion of their historical interconnections and shared themes. It discusses and draws connections between these disciplines through chapters that show how theories of management and development were shaped by their historical period, and responded to pressures and demands of that particular moment.
