This paper is an attempt to examine how the various components of the traditional institutions has play their role in the development of the Iyah-Gbede community in Kogi state with little or no government assistance. It aims to showcase the relevance of the pre-colonial institutions in the modern day. In the view of Ayeni as man gradually evolved into sophisticated beings and a settled lifestyle, engaged in socio-political organizations, it was only natural that they developed distinct political cultures and institutions, which in turn influenced development and growth in their locality. By these institutions, they were able to control social vices through their cultures and the established rules and regulations laid down by their ancestors. The objectives of this study are to examine the origins of Iyah-Gbede, critically look at the structure and formation of Iyah-Gbede traditional institutions and to assess the role it has play in the development of the town from 1976-2019. The methodology of the research work entails the use of primary and secondary sources. Information on African traditional institutions in the modern era is very scanty, especially when it comes to matter of security and development. Even, though most African nations like Nigeria still retain the traditional institutions, it however fail to give in any roles in the constitution.

African countries came out of colonial rule with two major challenges related to achievement of sustainable development and unity in the continent. It decided to pursue unity which was a means to development. However, the prospects of development was inhibited or truncated by the outbreak of inter and intra-state conflicts that followed independence. To rebuild their economies, African countries resorted to borrowing from the Bretton Woods Institutions: the World Bank and the International Monetary Fund (IMF) and other international financial institutions. To this end, long and short-term loans were given to African leaders who either misapplied the facilities or could not cope with the conditionality associated with economic reform policies. It is in this light that this article interrogates the undercurrents of these conditions attached to the loans on Africa, with insights from the Nigerian experience. It unravels how the application of the loans and the reform policies complicated rather than addressing the developmental malaise that bedevilled post-colonial African states for which the loans were sought for in the first instance. The article further questions the rationale behind the acceptance of these loans by African leaders and why it has consistently favoured borrowing as a means of solving the continent’s development challenges. It recommends, among other options, the evolvement of an alternative funding arrangement from within the continent devoid of external loan trappings. More importantly, having an effective tax system devoid of corruption, purposeful political leadership that will manage the financial sector will help the nation avert similar trend in future. Through these, resources will come from diverse sources that will help the continent develop, since events of the past has proven that these institutions operate loan policies that are not favourable to the developing countries. Above all, efforts should be made to strengthen institutions of government, especially, the anti-corruption and crimes ones to bring about financial accountability regime.

Thane Rosenbaum himself is one of them, a member of the generation whose parents had been there, had to live during the Third Reich and had survived the Holocaust. His novel Elijah Visible treats the issue of Nazi-Germany, the concentration camps and the consequences of this brutal era of German politics and ideologies from a rather indirect Jewish point of view (for further explanation cf. 2.1). During the tenor of this work the author, Thane Rosenbaum, shall be introduced and his novel-in-stories Elijah Visible will be analyzed with the help of three selected short stories; the structure of the complete novel and connections between single stories will be illustrated. It is expounded in how far and in which manner the author's past and family background have influenced the (events described throughout the) stories and thus, which autobiographical elements can be found. It degenerates and permeates every sector in Nigeria, because those who are in the right place to help get rid of it are themselves the most corrupt. They are politicians, elites and the bourgeoisie, who have institutionalised corruption. This study appraises the level of corruption that obtains in Nigerian tertiary institutions, which continuously degenerates across times, as it seems to have defied practical solutions. That is, it aims to ascertain the level of corruption in these institutions. It relates the corruption obtained in tertiary institutions to that of the Nigerian polity, from where it sprang to the institutions. It conceptualises corruption, along with the conceptions of several other scholars. It makes distinction between elitist (institutionalised/formalised) corruption and that of the common masses, a derivation and minor/micro-phase of the former. The study thus interrogates the inefficacy of the various anti-corruption crusades and programmes of the various Nigerian governments, both military regime and civilian dispensation alike. The effects of corruption on Nigeria and Nigerians also constitute its scope. It attempts a trace of corruption, which it asserts to have risen during the colonial era. It also tells why corruption permeates Nigerian tertiary institutions, and why it degenerates in the institutions as well as other sectors of the country. Being a position paper, it involves text-content analysis, qualitative approach, intuition and the non-participant observation. Its offered recommendations include ensuring of good leadership; the evolving and imbibing of the multi-dimensional syndromes of ethics; strong and operational legislations and penalties against all categories of offenders without sparing any sacred cows; and attitudinal change by both government and the citizenry are the panacea.
