This book concerns the relationship between urban planning (and similar things) on the one hand, and war, natural disaster and societal or political disintegration on the other. The supposition is that one may mitigate the other. The book recounts the author’s professional experience of specific cases of disaster (earthquake and flood) in the Philippines, war in Bosnia, Afghanistan and South Sudan, and disintegration in Albania and Ireland. He identifies the key themes in urban and regional planning which these case studies illustrate. The themes include (a) the delivery of building land with site preparation, infrastructure and property rights; (b) the size and amount of plots able to match both demographic projections and wealth distribution; (c) the creation of a property market able to deliver affordable land and buildings to match demand, encourage investment and further the development of the economy; (d) the spatial or geographic adjustment of institutional patterns to reflect the components of identity—making for ‘fuzzy’ sovereignty; (e) a form of organisation which leads to effective project management and implementation, and so on. The view is taken that lack of suitable development land supply, a land market unable to deliver affordable property to the people and unable to support economic growth, and a spatial-institutional pattern unable to match key aspects of identity, are all causes of war as well as societal or political decline. The book contains many drawings prepared by the author, including plans of urban projects described in the text. It will be of interest particularly to architects, town planners, municipal engineers and civil engineers, urban administrators, urban economists, politicians, diplomats, soldiers, and staff of NGOs and international agencies.

Disasters—natural ones, such as hurricanes, floods, or earthquakes, and unnatural ones such as terrorist attacks—are part of the American experience in the twenty-first century. The challenges of preparing for these events, withstanding their impact, and rebuilding communities afterward require strategic responses from different levels of government in partnership with the private sector and in accordance with the public will. Disasters have a disproportionate effect on urban places. Dense by definition, cities and their environs suffer great damage to their complex, interdependent social, environmental, and economic systems. Social and medical services collapse. Long-standing problems in educational access and quality become especially acute. Local economies cease to function. Cultural resources disappear. The plight of New Orleans and several smaller Gulf Coast cities exemplifies this phenomenon. This volume examines the rebuilding of cities and their environs after a disaster and focuses on four major issues: making cities less vulnerable to disaster, reestablishing economic viability, responding to the permanent needs of the displaced, and recreating a sense of place. Success in these areas requires that priorities be set cooperatively, and this goal poses significant challenges for rebuilding efforts in a democratic, market-based society. Who sets priorities and how? Can participatory decision-making be organized under conditions requiring focused, strategic choices? How do issues of race and class intersect with these priorities? Should the purpose of rebuilding be restoration or reformation? Contributors address these and other questions related to environmental conditions, economic imperatives, social welfare concerns, and issues of planning and design in light of the lessons to be drawn from Hurricane Katrina.

Recent history has seen Bosnian and Herzegovinian (BiH) cities undergoing several transitions. Their cities have developed under socialism (1945 – 1992), have suffered through the civil war during the 1990s, and during the last twenty years have been undergoing a slow and multifaceted transition to an indeterminate end point. The book Challenging the Representation of Ethnically Divided Cities: Perspectives from Mostar questions the existing overrepresentation of Mostar as an ethnically ‘divided city’. While acknowledging the existence of internal borders, the chapters in this book assert that they are not solid nor fixed and, by exploring how they become material or immaterial, the book offers a deeper understanding of the city’s complex dynamics. Accordingly, the chapters in this book are attentive to how ethnic divides materialise or lose importance because of socio-political contingencies. Events, groups and spaces that promote reconciliation from the bottom-up are examined, not necessarily to assess their success and failures but rather to look at how they create networks, gain trust and form platforms that generate novel understandings of ethnic loyalties and party memberships. Further, and drawing both on the empirical data and theoretical reflections, this volume contributes to broader debates about ‘divided cities’ by suggesting the need to engage with these cities in their complexities rather than reducing them to their ethno-national divisions. Informality through Sustainability explores the phenomenon of informality within urban settlements and aims to unravel the subtle links between informal settlements and sustainability.
