Climate financing and compensation have emerged as key themes in the international climate mitigtion debate. According to one argument in support of compensation, advanced economies (AEs) have used up much of the atmosphere’s absorptive capacity, thus causing global warming and blocking a similar, fossil-fuel driven development path for emerging markets and developing economies (EMDEs). This paper develops a simple model of a sequential, fossil-fuel driven development process to discuss these issues systematically. The results suggest: (i) AEs have typically a stronger interest in climate change mitigation than EMDEs, (ii) from an equity perspective, compensation is called for only if EMDEs are relatively small; (iii) there can also be an efficiency case for compensation, however, with AEs buying EMDEs out of some of their GHG emissions; (iv) ultimately, a superior option—for both the world’s climate and growth prospects—is the development of clean energy technologies by AEs and their transfer to EMDEs. The latter requires strong mitigation efforts by AEs even if EMDEs fail to play along initially.

This report argues that achieving The Paris Agreement’s objectives would require a massive transfer of existing and commercially proven low-carbon technologies (LCT) from high-income to developing countries where the bulk of future emissions is expected to occur. This mass deployment is not only a necessity but also an opportunity: Policies to deploy LCT can help countries achieve economic and other development objectives, like improving human health, in addition to reducing greenhouse gases (GHGs). Additionally, LCT deployment offers an opportunity for countries with sufficient capabilities to benefit from participation in global value chains and produce and export LCTs. Finally, the report calls for a greater international involvement in supporting the poorest countries, which have the least access to LCT and finance and the most underdeveloped physical, technological, and institutional capabilities that are essential to benefit from technology.

Climate change is one of the key challenges of this century. At the same time, energy use the primary source of climate-altering global greenhouse gas emissions is increasing at unprecedented rates and is vital to the continued economic growth of developing countries. This poses a serious dilemma that can only be reconciled with new and improved clean energy technologies that balance climate change mitigation and increased energy needs in developing countries. Despite a recent increase in investment, public and private research, development, and deployment (RD&D) funding rates are well below historical levels. In addition, significant barriers impede the ability to develop new technologies, such as the uncertain future value of CO2 emissions, intellectual property rights issues, limited incentives to commercialize technologies for developing countries, and challenges with technology transfer. These factors must be overcome to accelerate innovation in the energy sector. To introduce new thinking to address these concerns, this report examines four cases from outside the energy sector where creative approaches to RD&D have successfully overcome similar barriers. The case studies review approaches to innovation by the Consultative Group on International Agricultural Research, Advanced Market Commitments for Vaccines, the Human Genome Project, and the concept of Distributed Innovation. These case studies show how creative efforts can generate valuable public goods via: (i) international partnerships between public and private actors, (ii) information sharing and intellectual property rights, and (iii) novel financing schemes.

In order to avoid the potentially catastrophic impacts of global warming, the current 3% CO2 global emission growth rate must be transformed to a 1 to 3% declining rate, as soon as possible. This will require a rapid and radical transformation of the world’s energy production and end use systems. The current generation of energy technologies are not capable of achieving the level of mitigation required. Next generations of renewable, low carbon generation and end use technologies will be needed. This book quantifies the mitigation challenge. It then considers the status of key technologies needed to protect the planet from serious climate change impact. Current and emerging technologies are characterized for their mitigation potential, status of development and potential environmental impacts. Power generation, mobile sources, industrial and building sectors are evaluated in detail. The importance and unique challenges for rapidly developing countries, such as China and India are discussed. Current global research and development efforts for key technologies are discussed. It is concluded that it will be necessary to substantially upgrade and accelerate the current worldwide RDD&D effort on both emerging energy technologies and those enabling technologies needed to improve mitigation effectiveness and economics. It will also be necessary to carefully evaluate the potential environmental characteristics of next generation technologies to avoid unacceptable health and ecological impacts. Finally, given the monumental technological challenge associated with transforming the world’s energy system, geoengineering options are evaluated, since if successfully deployed, they have the potential to allow more time for the necessary energy system transformation. ‘This book on Climate Change not only gives a clear picture of the problem but suggests many of the pitfalls in solving it and recommends strongly, a research program to fill the gaps in our knowledge.
