Ethnic conflict in southeastern Europe lies behind the tragic recent wars in the region. It is important, therefore, to understand and address relations between majorities and minorities in the area. This report provides a conceptual map to the key issues facing minorities in the region today, and a historical framework for understanding the role of ethnicity and religion in the formation of political systems.
