This book focuses on the indicators of fragility and the resilience of state-led interventions to address them in sub-Saharan Africa. It analyzes the ‘figure’ of fragile states as the unit the analysis and situates the study of fragility, governance and political adaptation within contemporary global and local political, economic and socio-cultural contexts. Do existing measures of state fragility measure fragility accurately? Based on commonly used fragility measures, South Africa (SA) is classified as a relatively stable state, yet rising violent crime, high unemployment, endemic poverty, eroding public trust, identity group based preferential treatment policies, and the rapid rise of the private security sector are all indications that SA may be suffering from latent state fragility. Based on a comprehensive view of security, this study examines the extent to which measures of political legitimacy and good governance, effectiveness in the security system – especially with respect to the police system – and mounting economic challenges may be undermining the stability of SA in ways undetected by commonly used measures of state fragility. Using a mixed-methods approach based on quantitative secondary data analysis and semi-structured interviews with government officials, security practitioners, and leading experts in the field, this study finds that the combination of colonization, apartheid, liberation struggle, transition from autocracy to democracy, high levels of direct and structural violence, stagnating social, political, and economic developments make South Africa a latently fragile state. Conceptually, the results of this research call into question the validity of commonly used measures of state fragility and suggest the need for a more comprehensive approach to assessing state fragility. Practically, this study offers a number of concrete policy recommendations for how South Africa may address mounting levels of latent state fragility.

State collapse is one of the major threats to peace, stability, and economic development in sub-Saharan Africa today. In a collapsed state the regime finally wears out its ability to satisfy the demands of the various groups in society; it fails to govern or to keep the state together. The collapse is marked by the loss of control over political and economic space. A collapsed state can no longer perform its basic security and development functions and has no effective control over its territory and borders. Efforts to avoid drawing other nations into a wider conflict created by the collapse of a state—and creating favorable conditions for reconciliation and reconstruction of a failed state after it has collapsed—present major challenges. In April, 2008 the Cornell Institute for African Development called a symposium on ‘Failed and Failing States in Africa: Lessons from Darfur and Beyond’ to address these critical issues. Despite sterling growth in some countries, a number of African countries are caught in a vicious cycle of violence, chronic poverty, inequality and exclusion. These 'more fragile' states are on a slow trajectory to long-term peace and development. Using the International Futures system (IFs) data analysis and forecasting tool, the monograph provides a long-term forecast of 26 fragile African countries. The forecasts suggest that in the long-term ten countries on the continent will continue to remain fragile into the mid-21st century. Others, however, have a good chance of embarking on a pathway from fragility to middle-income conditions by 2030 or possibly 2050. The monograph concludes with a list of recommendations.

The book examines the various ways that fragile states (or states with limited statehood) in Africa, Asia, the Pacific, and the Americas have adopted, and adapted to, the processes of liberal political governance in their quests to address the problem of political fragility. It presents the stories of resilience in the political adaptation to Western liberal conceptions of governance. In addition to singular or comparative country case studies, this project also examines the interplay of culture, identities, and politics in the creation of people-centric governance reforms. Towards these ends, this volume sheds light on weak states’ often constructive engagement in the promotion of state governance with a variety of political conditions, adverse or otherwise; and their ability to remain resilient despite the complex political, sociocultural, and economic challenges affecting them. Through a multidisciplinary approach, the authors aim to counter the noticeable shortcomings in the discursive representations of fragility, and to contribute a more balanced examination of the narratives about and impact of political adaption and governance in people’s lives and experiences.
