"Today, America faces security challenges that are exceedingly dynamic and complex, in part because of the ever changing mix and number of actors involved and the pace with which the strategic and operational environments change. To meet these new challenges more effectively, the Obama administration advocated strengthening civilian instruments of national power and enhancing America's whole-of-government (WOG) capabilities. Although the need for comprehensive integration and coordination of civilian and military, governmental and nongovernmental, national and international capabilities to improve efficiency and effectiveness of post-conflict stabilization and peacebuilding efforts is widely recognized, Washington has been criticized for its attempts at creating WOG responses to international crises and conflicts for overcommitment of resources, lack of sufficient funding and personnel, competition between agencies, ambiguous mission objectives, and undermining the military's primary purpose of defending the national interest. Presenting the results of an international Symposium held at Kennesaw State University in February 2011, this volume traces the genesis of WOG, critically examines current WOG practices, and draws lessons from the operational contexts of Iraq and Afghanistan. Peacebuilding is a critical issue in world politics. Surprisingly, however, there has not been a full examination of concrete policies and implementation strategies to generate legitimacy in "host states" by either international relations (IR) theorists or practitioners. The objective of this book is to develop an understanding of the mechanisms for constructing—or eroding—the legitimacy of newly created governments in post-conflict peacebuilding environments. The book argues that although existing accounts in the literature contend that compliance with key political programs, and constructing legitimacy in peacebuilding, largely depend on the levels of force (guns) and resource distribution (money) aimed at people who are governed, there are other significant factors, such as inclusive governments reconciling with old enemies, and the substantial role of international organizations (IOs) as credible third parties to establish fairness and impartiality within the political process. Highashi focuses on an in-depth analysis of the challenges involved in creating a legitimate government in Afghanistan, focusing on disarmament programs with powerful warlords, and the reconciliation efforts with the insurgency, especially the Taliban. In the conclusion the book also examines three complimentary cases—Iraq, East Timor, and Sierra Leone—which consistently support the argument presented earlier This work will be of interest to students and scholars of peacebuilding and conflict resolution as well as international relations more broadly.

This book examines the experiences of a range of countries in the conflict in Afghanistan, with particular focus on the demands of operating within a diverse coalition of states. After laying out the challenges of the Afghan conflict in terms of objectives, strategy, and mission, case studies of 15 coalition members—each written by a country expert—discuss each country's motivation for joining the coalition and explore the impact of more than 10 years of combat on each country's military, domestic government, and populace. The book dissects the changes in the coalition over the decade, driven by both external factors—such as the Bonn Conferences of 2001 and 2011, the contiguous Iraq War, and politics and economics at home—and internal factors such as command structures, interoperability, emerging technologies, the surge, the introduction of counterinsurgency doctrine, Green on Blue attacks, escalating civilian casualties, and the impact of the Provincial Reconstruction Teams and NGOs.
