Population aging is perhaps the single biggest economic and social obstacle confronting AsiaÕs future. Aging is a challenge which countries in East Asia and Pacific (EAP) regions are grappling with or will soon confront. It raises many questions for policymakers ranging from potential macroeconomic impacts, to fiscal challenges of supporting pension, health and long-term care systems, and labor market implications as countries seek to promote productive aging. The urgency of the aging challenge varies across the region, but it will confront all EAP countries in time and early preparation is essential to avoid the missteps of other regions. Live Long and Prosper discusses the societal and public policy challenges and reform options for EAP countries as they address aging. It aims to strike a balance between aging optimists and pessimists. On the one hand, the impacts of aging on growth, labor markets and public spending are not the unavoidable catastrophe often feared. Old age income support will be one of the biggest social and economic challenges facing Asia in the twenty-first century. The growing spotlight on old age income support is largely due to exceptionally rapid population aging which is fundamentally reshaping Asia’s demographic profile. A young continent reaping the demographic dividend of a large youthful workforce is giving way to a greying continent where the ratio of retirees to workers is on the rise. In contrast to industrialized countries, most Asian countries do not yet have mature, well-functioning pension systems. This book overviews the issue of population ageing in five countries in South Asia and projects the emerging scenarios. With a new field survey, it also documents existing policies and programs on pensions and social security, and examines their fiscal implications for the economy and society. Ageing of population is an inevitable consequence of the process of demographic transition. Being ahead, the developed regions of the world have long experienced its consequences; but the developing world is only now facing the travails of population ageing. Though the population under the age of 15 years in 2000 was estimated to be 3.3 times the size of the population of 60 years and above, the elderly are expected to surpass the number of children under 15 years by the year 2050. Among the elderly, it is the oldest old—those aged 80 years or more, whose numbers would increase most rapidly. Much of this growth would take place in the poor countries of the world. Five South Asian countries (India, Pakistan, Bangladesh, Sri Lanka and Nepal) account for 100 million elderly persons in the beginning of 21st century and it is expected to reach 400 million in 2050. This study suggests that certain regional actions, such as concerted efforts by East Asian governments to liberalize trade and investment, can bring great benefits to the region and the rest of the world. It concentrates on the evolution of trade, its contribution to growth, and the positive impact of foreign direct investment (FDI) on growth and export expansion in the region. But the report also states that the present global consensus on the benefits of liberalized trade provides an unprecedented opportunity for action. Four broad conclusions are reached on the direction of trade and investment liberalization in the region: 1) The region is too important a player in international trade to remain on the sidelines while the industrial countries make major policy decisions. 2) Existing trade imbalances between East Asia and the industrialized countries may be unsustainable. 3) The short-term balance of payments deficits arising from tariff cuts could be more than made up by long-term foreign direct investment flows. 4) A broad-based reduction in protection levels that applies to imports from all countries, whether in East Asia or not, would benefit the region and the rest of the world. Attention is also drawn to the merits of liberalization on a most-favored-nation (MFN) basis instead of through preferential arrangements.
