This book is a unique and original examination of borders and bordering practices in the Western Balkans prior to, during, and after the migrant "crisis" of the 2010s. Based on extensive, mixed-method, exploratory research in Serbia, Croatia, FYR Macedonia, and Kosovo, the book charts technological and human interventions deployed in this region that simultaneously enable and hinder the mobility projects of border crossers. Within the rich historical context of the Balkan Wars and subsequent displacement of many people from the region and beyond, this book discusses the types and locations of borders as well as their development, transformation, and impact on people on the move. These border crossers fall into three distinct categories: people from the Middle East, Africa, and Asia transiting the region; citizens of the Western Balkans seeking asylum and access to labour markets in the EU; and women border crossers. This book also maps border struggles that follow these processes, analyses the creation of labour "reserves" in the region, and examines the role that technology – in particular smartphones and social media - play in regulating mobility and creating social change. This volume also explores the role of the EU in, and the impact of the aforementioned processes on nation-states of the Western Balkans, their European future, and mobility in the region. The region of South East Europe (SEE), which is home to both NATO and Partnership for Peace (PfP) countries, serves as an important corridor between Europe and the Middle East, North Africa, and the Caucasus. In recent years, however, SEE has also experienced high levels of cross-border, military and defense-related challenges in the form of migration, smuggling, terrorism, and cyber threats. Furthermore, the use of the new information environment (IE) to further extremism in SEE and elsewhere in NATO and PfP countries has had far-reaching command and control (C2) implications for the Alliance. A collaborative interdisciplinary, international and regional approach is clearly needed to adequately assess and address these hybrid threats. This book presents papers delivered at the NATO Science for Peace and Security (SPS) event: “Senior Leadership Roundtable on Military and Defense Aspects of Border Security in South East Europe”, held in Berovo, the Former Yugoslav Republic of Macedonia* from 23-30 September 2017. The aim of this special SPS grant was to maximize opportunities for extensive dialogue and collaboration between senior regional members, and the almost 70 distinguished academic and legal experts, as well as current or former senior-level practitioners from various governments, NATO bodies, and international organization that participated. During the 1990s, nowhere was the virus of militant ethnic nationalism more deadly than in the Balkans. America and its allies ultimately played an indispensable role stopping atrocities and creating conditions for sustainable peace; now, after a decade of extensive involvement, the international community is looking to wind down its commitment in the region. The Center for Preventive Action, a conflict prevention initiative of the Council on Foreign Relations, formed this Independent Task Force to develop tangible and practical recommendations to put the Balkan states irreversibly on the path toward integration with Europe, and to allow the international community to reduce its presence in an orderly fashion by 2010. The Task Force's key recommendations include: first, the European Union taking the lead on the Balkans, but with American leadership and partnership to ensure that U.S. interests -- particularly in the areas of military reform and the combating of organized politico-criminal syndicates that undermine regional and even global security -- are safeguarded; second, shifting the priorities of international and local actors toward the standards of the European Union and NATO accession plans, and using conditionality -- "carrots and sticks" -- by the international community to achieve its priorities; third, increasing investment and trade in the Balkans through banking-sector reform, privatization of state- or publicly owned corporations, private-sector development, and legislative and judicial action on property rights.
