Most theories of agricultural development are based on the experiences of western Europe and the United States while the two models for successful "late development" have been Japan and the Soviet Union. Under strong state capitalist governments, a few underdeveloped countries have broken the colonial patterns of development. However, other post-revolutionary societies are having far less success because of economic blockades and outside military intervention. While the primary focus of the book is on the short-run problems of inequality, the author examines the long-run ecological and resource constraints to a sustainable food system and raising the standard of living in the underdeveloped world.

Despite reports of food safety and quality scandals, China has a rapidly expanding organic agriculture and food sector, and there is a revolution in ecological food and ethical eating in China’s cities. This book shows how a set of social, economic, cultural, and environmental conditions have converged to shape the development of a "formal" organic sector, created by "top-down" state-developed standards and regulations, and an "informal" organic sector, created by ‘bottom-up’ grassroots struggles for safe, healthy, and sustainable food. This is generating a new civil movement focused on ecological agriculture and quality food. Organic movements and markets have typically emerged in industrialized food systems that are characterized by private land ownership, declining small farm sectors, consolidated farm to retail chains, predominance of supermarket retail, standards and laws to safeguard food safety, and an active civil society sector. The authors contrast this with the Chinese context, with its unique version of "capitalism with social characteristics," collective farmland ownership, and predominance of smallholder agriculture and emerging diverse marketing channels. Abstract: A population of one billion people has the potential for enormous impact on the world food supply, but demographic and food production data for the People's Republic of China have been difficult to obtain. In an effort to fill this gap, two papers are presented which attempt ot synthesize and analyze as much information as is available and make predictions of probable trends in agriculture and related fields in the year 2000 and for the 1985 grain program. Records from 1952-77 are used to estimate cultivated land, animals, energy consumption, farm machinery, fertilizer, and output of grains, soybeans and cotton. The effects of industrailization and resources are considered. Trends are toward population control, although total demand will continue to grow; emphasis on agriculture seems to indicate that production will be capable of keeping up with demand, may result in some dietary improvement, but will not provide for emergency supplies.

In recent years, China has taken a number of effective measures to strengthen the supervision of food quality and safety, but food safety incidents still occur sometimes. The recurrence and intractability of such incidents suggest that, in addition to the imperfect supervision system, the greatest obstacle to China's food quality safety management is that China's “farm to fork” food supply chain has too many stages, the members on the supply chain have not form a stable strategic and cooperative relation, and on the other hand, during the transitional period, some practitioners lack social responsibility.
