While critical security studies largely concentrates on objects of security, this book focuses on the subject position from which ‘securitization’ and other security practices take place. First, it argues that the modern subject itself emerges and is sustained as a function of security and insecurity. It suggests, consequently, that no analytic frame can produce or reproduce the subject in some original or primordial form that does not already reproduce a fundamental or structural insecurity. It critically returns, through a variety of studies, to traditionally held conceptions of security and insecurity as simple predicates or properties that can be associated or not to some more essential, more primeval, more true or real subject. It thus opens and explores the question of the security of the subject itself, locating, through a reconstruction of the foundations of the concept of security, in the modern conception of the subject, an irreducible insecurity. Second, it argues that practices of security can only be carried out as a certain kind of negotiation about values. The analyses in this book find security expressed again and again as a function of value cast in terms of an explicit or implicit philosophy of life, of culture, of individual and collective anxieties and aspirations, of expectations about what may be sacrificed and what is worth preserving. By way of a critical examination of the value function of security, this book discovers the foundation of values as dependent on a certain management of their own vulnerability, continuously under threat, and thus fundamentally and necessarily insecure. This book addresses the ambiguities of the growing use of private security contractors and provides guidance as to how our expectations about regulating this expanding ‘service’ industry will have to be adjusted. In the warzones of Iraq and Afghanistan many of those who carry weapons are not legally combatants, nor are they protected civilians. They are contracted by governments, businesses, and NGOs to provide armed security. Often mistaken as members of armed forces, they are instead part of a new protean proxy force that works alongside the military in a multitude of shifting roles, and overseen by a matrix of contracts and regulations. This book analyzes the growing industry of these private military and security companies (PMSCs) used in warzones and other high risk areas. PMSCs are the result of a unique combination of circumstances, including a change in the idea of soldiering, insurance industry analyses that require security contractors, and a need for governments to distance themselves from potentially criminal conduct. The book argues that PMSCs are a unique type of organization, combining attributes from worlds of the military, business, and humanitarian organizations. This makes them particularly resistant to oversight. The legal status of these companies and those they employ is also hard to ascertain, which weakens the multiple regulatory tools available. PMSCs also fall between the cracks in ethical debates about their use, seeming to be both justifiable and objectionable. This transformation in military operations is a seemingly irreversible product of more general changes in the relationship between the individual citizen and the state. This edited volume addresses the key issues of ethics, war and international relations in the post-9/11 world. There is a lively debate in contemporary international relations concerning the relationship between statist obligations to one’s own political community and cosmopolitan duties to distant others.
