Trade, particularly exports, is critical to the vitality of American agriculture. On average, foreign markets absorb about one-fifth of U.S. agricultural production, thus contributing significantly to the health of the farm economy. The positive economic effects of trade in farm products are felt well beyond the farm gate. Farm product exports make up about 10% of total U.S. exports and contribute positively to the U.S. balance of trade. The economic benefits of agricultural exports also extend across rural communities, while overseas farm sales help to buoy a wide array of industries linked to agriculture, including transportation, processing, and farm input suppliers. Moreover, most of the future growth in food demand is expected to occur in developing countries. This book discusses major agricultural trade issues in the 114th Congress, as well as provides the reader with a background and issues of agricultural exports and the 2014 Farm Bill programs. It concludes with alternative policies to agricultural export taxes that are less market distorting.

As globalization links economies, the value of a country's irrigation water becomes increasingly sensitive to competitive forces in world markets. Water policy at the national and regional levels will need to accommodate these forces or water is likely to become undervalued. The inefficient use of this resource will lessen a country's comparative advantage in world markets and slow its transition to higher incomes, particularly in rural households. While professionals widely agree on what constitutes sound water resource management, they have not yet reached a consensus on the best ways of implementing policies. Policymakers have considered pricing water - a debated intervention - in many variations. Setting the price 'right,' some say, may guide different types of users in efficient water use by sending a signal about the value of this resource. Aside from efficiency, itself an important policy objective, equity, accessibility, and implementation costs associated with the right pricing must be considered. Focusing on the examples of China, Mexico, Morocco, South Africa, and Turkey, Pricing Irrigation Water provides a clear methodology for studying farm-level demand for irrigation water. This book is the first to link the macroeconomics of policies affecting trade to the microeconomics of water demand for irrigation and, in the case of Morocco, to link these forces to the creation of a water user-rights market. In the early 1980s, Colombia's economic performance slowed. During 1983-84, when this study was completed, Colombia's external accounts were facing significant difficulties. Faced with growing balance of payments problems, the government initiated an adjustment program that emphasizes export development and fiscal and monetary restraint. Some of the problems of the external sector during the first half of the 1980s could be attributed to a slowdown in the expansion of noncoffee production and exports combined with a downswing in coffee prospects. Equally important, however, were the unfavorable trends in the capital markets, which were responding to the economic and debt woes of Latin America. While international factors are crucial to an understanding of the evolving situation, this study is focused on domestic measures managed by policymakers. The book also establishes some of the requirements of medium-term performance and, emphasizing the need for sectoral revitalization, it reviews growth options in agriculture. The book is in four parts. First, it discusses trade-related macroeconomic policies, with special attention given to their connection with agriculture. This discussion includes: an overview of issues and the effects of macroeconomic policy on the agricultural sector; a review of export policy focused on management of export incentives; and import policy alternatives. Second, the study includes an assessment of price policies in agriculture, including price support and import restrictions; price stabilization issues; and policies regarding coffee production and pricing, and issues related to agricultural diversification. Third, the study examines nonpricing issues that influence the production environment in agriculture, including public and private sector investment in agriculture, and direct policies aimed at increasing agricultural productivity. Finally, the study draws out the main conclusions of the work.
