This open access book discusses financial crisis management and policy in Europe and Latin America, with a special focus on equity and democracy. Based on a three-year research project by the Jean Monnet Network, this volume takes an interdisciplinary, comparative approach, analyzing both the role and impact of the EU and regional organizations in Latin America on crisis management as well as the consequences of crisis on the process of European integration and on Latin America’s regionalism. This book demonstrates that twentieth century social stratification and the distribution of political and economic power in Italy cannot be properly understood without carefully analyzing the historical dynamics of the development of Italian society. This analysis is also needed to explain the woeful economic, and governmental and administrative performance of the strata that finally reached the levers of power. The Italian society and social and political system are in a crisis: development is uneven and the bureaucratic structures are in shambles. The roots of this crisis lie in the endemic underdevelopment typical of the second half of the nineteenth century. Clearly, they cannot be attributed to the historic failures of Fascism, Democracy, Catholicism or Marxism in Italy, but they are the outcome of a long history of underdevelopment followed by extremely uneven regional evolution leading to tremendous cleavages between ultra-modern and utterly antiquated phenomena, the juxtaposition of flexibility and rigidity, of optimistic enthusiasm and hidebound traditionalism, of extreme wealth and abysmal poverty, of high and low levels of earnings, and of a maladjusted, ill-functioning, uneasy combination of agricultural, industrial, and post-industrial society. All this is aggravated by the crisis in the church and by the North-South situation in which many millions of people have migrated from the South to the North, and by the ensuing struggle between a mass of lumpen proletarians and proletarian immigrants from the South, who are exploited as a work force for the industrial development of the North.

Italy’s deep-rooted structural problems resulted in an unsatisfactory productivity performance and a dismal growth over the last 15 years. The global financial crisis has exacerbated these long-standing weaknesses, taking a heavy toll on Italy’s economy. With output back to its end-2001 level, Italy’s output losses associated with the crisis have been, thus far, about 132 billion of 2000 euro (around 10 percent of precrisis 1998 - 2004 real GDP). About three quarters of these losses are estimated to be due to a shortfall in potential output. Potential output is not expected to rebound to its precrisis trend over the medium term, even though growth is projected to do so within the next two years. In the short-run, the decline in output is mainly accounted for by a collapse in productivity; in the medium term, employment and capital are also likely to be affected, with implications for the longer-term growth and fiscal outlook.

"Drawing on Kaleckian and Kaldorian approaches, Political Economy of Contemporary Italy: The Economic Crisis and State Intervention explores the reasons behind the stagnation of the Italian economy from the 1970s, and suggests policy solutions to ease the crisis. The central thesis of the book is that from the early 1990s Italy experienced a constant reduction of both private and public investment which, combined with increasing labour precariousness and wage moderation, contributed to the decline of both labour productivity and economic growth. It is argued that lack of industrial policies amplified the problem of the poor macroeconomic performance, since Italian firms - small sized and non-innovating - were incapable of staying competitive on the global scene. Net exports did not compensate for the decline of public spending, private investment and consumption. It is also shown that, in these respects, Italy presents an interesting case-study with wider ramifications for it was involved in the global process of intensifying the neoliberal agenda but at a faster rate than other OECD countries. The book concludes with a call for an alternative economic policy in order to promote innovation, reduce unemployment and stimulate economic growth. This book marks a significant contribution to the literature on the recent history of the European economy, Italian studies, and the history of economic thought.
