"The role of producer organizations in market chains has received increasing attention in recent years, both from governments and donors. In order to lower transaction costs, markets demand that smallholder farmers operate in an organized manner. However, though the policy openings for support seem promising, smallholder market access through farmer-led economic organisations is not easy. This book presents various approaches to support producer organisations in terms of providing economic services to their members, with a focus on developing countries. Markets are increasingly fragmented in value chains that link farmers with specific processors, retailers and consumer segments. Several contributions in this book analyse these dynamics in specific value chains, such as the fair trade and organic agriculture and their potential to provide market outlets for smallholder farmers. Forest landscapes are inhabited by approximately 1.5 billion people. The aggregate gross annual value of these smallholder producers approaches US$1.3 trillion. Adding value to that production, through financial investment, will be key to delivering the Sustainable Development Goals (SDGs). Therefore, access to finance is an important issue. The Forest and Farm Facility (FFF) commissioned this scoping paper to assess what might be done to improve access to finance. Organisation of forest and farm producers allows finance to be channelled toward valueadded investments. But the motivation to form forest and farm producer organisations (FFPOs) varies with context, from the desire to secure resource rights for Indigenous peoples in the forest core, to the desire to strengthen economic scale efficiencies in periurban forest product processing industries. The scale and type of finance needs vary and span enabling investments (grants or concessional loans)through to asset investments (market-rate capital that requires a return). Access to finance for FFPOs requires tailored approaches. For FFPOs, enabling investments in four key areas are needed to create the conditions and necessary track record to attract asset investment: (i) secure commercial rights; (ii) strong organisation for scale; (iii) appropriate technical extension; and (iv) fair market access and business incubation. Enabling investments of this sort make FFPO businesses bankable and affords them access to finance.

The Common Fisheries Policy (CFP) is one of the more controversial of the EU's policies, and is widely blamed both for the poor state of Europe's fish stocks and the woes of its fishermen. Under the CFP, the EU is responsible for a wide range of issues. The EU manages fisheries in the waters of Member States and the fishing activities of Member States' fleets. It negotiates agreements permitting vessels from EU States to fish in the waters of other States, and acts as a member (in place of Member States) in regional fisheries management organizations responsible for fishery management beyond national waters. This study is part of a series of UNCTAD publications that focus on policies in three countries, Guatemala, Vanuatu and Malawi, aimed at upgrading and diversifying specific agricultural sectors of rural economies in developing countries with a view to raising living standards among small-scale farmers in a context of female empowerment and food security and above all, sustainable development. The study analyses three agricultural sectors in Guatemala potato, cocoa and cardamom - in terms of opportunities derived from trade of primary and processed products. The focus is on the growing trend among consumers in high income countries for artisanal, fair-trade, organically grown, single-origin products that allow niche market penetration by integrating into their traded products a narrative on the history and lives of local farming communities where the primary product is cultivated. The study bears in mind the heavy costs to implement Voluntary Sustainable Standards, internationally-accepted certification systems, or consumer-driven specific standards set by retailers, looking at domestic sales opportunities, for example within Guatemalas growing tourism sector, which also allows farmers to hedge against price fluctuations in international markets. According to the studys sustainability analysis, the strategies presented are aligned with sustainable development goals, integrating environmental, social welfare, gender equality, a more equitable distribution of income, and, more diversified income opportunities. Outcomes are expected to be positive overall, but the study nevertheless advises care in implementation to minimise any unforeseen and potentially negative long-term impacts, for example on issues such as staple food production. It further cautions on possible perverse consequences whereby, without successfully integrating small-scale farmers in the product value-chain, the strategies principal beneficiaries may rather be intermediaries. This report concludes with a set of recommended sustainable development policies that take into account food security and the importance of agriculture not only for small-scale farmers but for Guatemalas economy as a whole.
