Private virtue is a major factor in forming public policies, including those that affect the material well-being of citizens. This is a central thesis of Catholic social thought, but it is not a parochial view. As this affluent nation grapples with resistant social issues of all kinds-drugs, homelessness, poverty, the consequences of sexual permissiveness, inadequate education, and the breakdown of families-it is becoming increasingly evident that the need for private virtue is a central fact of our political and social life. In this respect, Catholic social thought and the American experience are mutually supportive. This volume examines the implications of this statement. In a sense, it is the next step in the dialogue and debate initiated by the Catholic bishops in the United States over a period of years in the mid-eighties. The pastoral letter that resulted from their deliberatons asked how the economic life of the United States could best serve the material and spiritual well-being of people, both those in the United States and those in other countries. It also proposed some answers. Even before the bishops released their statement, the Lay Commission on Catholic Social teaching and the U.S. Economy joined the debate with its own lay letter, which both overlaps and differs in significant respects from the bishops' statement. This volume, which is initiated by the Lay Commission, takes the debate even further. Various experts discuss the relationship between public policies and private, virtue and examine specific aspects of economic life. Among these are: the meaning of "economic rights," what to do about Third World debt, economic justice and the family, and certain macroeconomic issues. Drawing on the core values of western civilization, the author refines the counterparts in Chinese civilization, summarized as four core principles: duty before freedom, obedience before rights, community before individual, and harmony before conflict. Focusing on guoxue or Sinology as the basis of his approach, the author provides detailed explanations of traditional Chinese values. Recent scholars have addressed the concept of guoxue since the modern age, sorting through it and piecing it together, which has produced an extremely abundant range of information. However, given that the concepts and theories involved have been left largely unanalyzed, this book develops a theoretical treatment of them in several important respects. First, it analyzes the mindset of guoxue, examining the dominant ideas and values of the era from which the term “guoxue” arose, focusing on its connection to early changes and trends in society and culture, and distinguishing three key phases of development. Past scholars mainly had in mind the range of objects studied in guoxue when defining it, and what this book underscores is the meaning of guoxue as a modern body of research. Secondly, it assesses several phases in the modern evolution of the body of guoxue research from the beginning to the end of the 20th century, i.e., ending with the later phase of the National Heritage movement. This book provides a unified account of the connection between justice and the good life. It argues that the virtues of character require institutions, while good institutions enable persons to live together virtuously. Although virtue ethics and political philosophy are rich and sophisticated philosophical traditions, there has been an unfortunate divergence, in theory and practice, between the virtues of character and the virtues of institutions. This book has two primary purposes. First, it reorients political philosophy around the concept of the good life. To do so, the author addresses the problem of political authority from a virtue ethics perspective. He also considers whether a political theory oriented around the good life is compatible with Rawls’s notion of reasonable pluralism. Second, the book explains the relationship between the virtues of institutions and the virtues of character.
