Excerpt from Slave Law of Jamaica, 1828: With Proceedings and Documents Relative Thereto Consistently with this legislative declaration of the importance to the mother country of her colonies in the West Indies, many acts of Parliament have been passed, encouraging and stimulating their culti vation by British capital; and one act was passed expressly to invite and to secure investments or loans from foreigners for that purpose; Geo III. Cap. 14) -and, as a further stimulus to such loans from British subjects or from aliens, a charge of 6 per cent. Interest was subsequently rendered legal.-(l4 Geo. III. Cap. - Slaves and their issue are expressly, by these and other authorities, treated as property liable to mortgage or other lien and, together with the lands, buildings, &c. To which they give value, they have accordingly been pledged as security to British subjects and others, in full reliance upon this legislative1 sanction, to an immense amount. A passage or two, in the judgment given, on the 6th November last, in the case of the woman named Grace, by the venerable and learned judge who presides in the High Court of Admiralty, may, on this subject, be referred to as unquestionable authority. - See Report of Lord Stowell's judgment, published by Haggard, from his Lord ship's notes.
