This book systematically maps the evolution of the party–voter nexus of the United National Party (UNP) and Sri Lanka Freedom Party (SLFP). In doing so, it argues that these parties rely mostly on a complex Web of patronage-based networks to mobilise electorates. They employ informal and highly dynamic, loosely knit networks as their organisational structures at the local level. They mainly focus on mobilising voters through local political actors rather than maintaining clear party bases and membership schemes. The study highlights the salience of personalities at the national as well as local levels in forming electoral support for the parties. These individuals exploit their economic, social, and cultural capital to mobilise the most efficient network that would strengthen their party during elections. The study also analyses the emergence of two new coalition centres from within these traditional parties, the Sri Lanka Podujana Peramuna (SLPP) and Samagi Jana Balawegaya (SJB), and argues that these parties, though portraying themselves as new, have in fact retained the overall logic of the party–voter nexus by appropriating the organisational schemes and structures of their predecessors.

Though many of the longest and most devastating internal armed conflicts have been fought within the boundaries of democratic states, these countries employ some of the highest numbers of human rights prosecutions. What conditions prompt this outcome and what explains the variable patterns of prosecutions in democracies at war? Prosecutions may be enabled by existing democratic norms and institutions, but given their role in a violent conflict, democratic governments may go to great lengths to avoid judicial accountability. The book provides a detailed historically-based analysis of the origin, evolution and potential resolution of the civil conflict in Sri Lanka over the struggle to establish a separate state in its Northern and Eastern provinces. This conflict between the Sri Lankan government and the secessionist LTTE (Liberation Tigers of Tamil Eelam) is one of the world’s most intractable contemporary armed struggles. The internationally banned LTTE is considered the prototype of modern terrorism. It is known to have introduced suicide bombing to the world, and recently became the first terrorist organization ever to acquire an air force. The ‘iron law of ethnicity’ – the assumption that cultural difference inevitably leads to conflict – has been reinforced by the 9/11 attacks and conflicts like the one in Sri Lanka. However, the connections among ethnic difference, conflict, and terrorism are not automatic. This book broadens the discourse on the separatist conflict in Sri Lanka by moving beyond the familiar bipolar Sinhala versus Tamil ethnic antagonism to show how the form and content of ethnicity are shaped by historical social forces. It develops a multipolar analysis which takes into account diverse ethnic groups, intra-ethnic, social class, caste and other variables at the local, regional and international levels. Overall, this book presents a conceptual framework useful for comparative global conflict analysis and resolution, shedding light on a host of complex issues such as terrorism, civil society, diasporas, international intervention and secessionism.
