In November 2014, representatives from over 170 governments, together with leaders of inter-governmental organizations and civil society - including non-governmental organizations, researchers, the private sector, and consumer representatives - converged in Rome for the Second International Conference on Nutrition (ICN2). ICN2 was organized by the Food and Agriculture Organization of the United Nations (FAO) and the World Health Organization (WHO) to mobilize and unite the international community for the protracted struggle against malnutrition. The conference and its preparatory process provided a forum in which the world community, led by governments, affirmed its shared commitment to eradicating malnutrition by adopting the Rome Declaration and reaching agreement on a comprehensive, harmonized Framework for Action. Ending Malnutrition: From Commitment to Action aims to make available the insights and judgments that emerged from ICN2 to practitioners across the world. It begins with a review of current evidence on the prevalence and incidence of malnutrition across the globe. It then presents analyses of the most salient policy issues to be confronted in a concerted global effort to end malnutrition: strengthening food systems as the core of a sustainable nutrition strategy; promoting social protection to address underlying inequities as well as immediate needs that contribute to malnutrition; using fortification and supplementation, especially, to address micronutrient deficiencies; and ensuring improved access to water and sanitation for an effective nutrition strategy. A concluding chapter focuses on the indispensable role that multilateral institutions can play in accelerating and sustaining global momentum on nutrition, and to secure a place for nutrition at the forefront of the post-2015 sustainable development agenda. During the last three years, progress at reducing undernourishment has slowed tremendously in Asia and the Pacific. After years of gains in combatting hunger, progress has stagnated in all parts of this vast region. Despite decades of economic growth, nearly half a billion people remain undernourished. Children, in particular, continue to face the burden of malnutrition – this region is home to more than half of the world’s malnourished children – with one child in every four below the age of five suffering from stunting. This is a colossal human loss, given the association between undernutrition and poor cognitive development, with severe lifelong consequences for these children. At the same time, and almost paradoxically, Asia and the Pacific has witnessed rapid growth in the number of overweight children and the serious consequences that entails for their future health and well-being. This double burden of malnutrition sees undernourished and overweight children living in the same communities and households and it can even occur within the same child. Efforts to fight hunger and malnutrition must go hand in hand with those to build and sustain peace and there is an urgent need to accelerate and scale up actions that strengthen resilience and adaptive capacity of people and their livelihoods to climate variability and extremes. As migration from rural to urban areas continues apace, particularly involving poorer families, urban malnutrition is another challenge facing many countries. In summary, what is becoming increasingly clear is that the world cannot meet the 2030 target of zero hunger if Asia and the Pacific – the world’s most populous region – is not leading the way. It is a hard reality but one that must be faced with a united determination to turn things around. For the first time, four UN agencies have come together to jointly assess the state of food security and nutrition in Asia and the Pacific. Together, we hope that the findings of this report will contribute to a more informed dialogue. Without doubt, all stakeholders must make much greater efforts to accelerate progress toward the goals of a healthy and hunger-free Asia and the Pacific. Action is needed now. The sense of urgency cannot be overstated.

This year’s edition of the Africa Regional Overview of Food Security and Nutrition reports that after a prolonged decline hunger appears to be on the rise. In sub-Saharan Africa there were about 224 million undernourished people in sub-Saharan Africa in 2016, up from 200 million in 2015. In many countries, the worsening situation in 2015 and 2016 can be attributed to adverse climatic conditions, often linked to the El Niño phenomenon, resulting in poor harvests and the loss of livestock. Conflict, sometimes in combination with drought or floods, also contributed to severe food insecurity in several countries. Lower commodity prices and a difficult global economic environment have furthermore contributed to the worsening food security situation. The worrying trend in undernourishment is not yet reflected in the series of indicators referring to nutritional outcomes in the region, with the prevalence of stunting and wasting for children under the age of five continuing to decline gradually. However, progress towards the World Health Assembly global nutrition targets has been generally poor. While a relatively large proportion of countries are on track to meeting the target for overweight in children, the rates for adult obesity are soaring in all regions and are especially high in Southern Africa. The report also finds that across the board, countries have developed and are developing policy frameworks and investment plans that are aligned, or efforts are being made to align them, with the goals of the Malabo Declaration and SDG 2. Through CAADP, policy processes are coherent, and this initiative has raised the profile of agriculture and heavily influenced agricultural policy at regional and national levels. However, the worrying trends in undernourishment underline the need for even greater efforts to achieve the SDG 2 by 2030. The thematic part of the report focuses on the food security and nutrition–conflict nexus. Conflict is not only an increasingly important cause of food insecurity and malnutrition but food insecurity and malnutrition can also become conflict multipliers. Addressing the causes of conflicts and supporting food security and livelihoods can help build resilience to conflict and contribute to sustaining peace.
