Informed observers and policy makers are well aware that in recent years social welfare systems on both sides of the Atlantic have been subject to growing scrutiny, debate and controversy, especially due to high unemployment rates and extreme interest rates experienced during the last recession as well as important demographic changes such as the increase of women into the labour market and the aging population. The papers included in the colloquium discuss the situation of social welfare policy in three stages: historical developments and forces for change; the influence of the political process on social security developments; and, the nature of policy responses to demographic change.

ISBN: 1442609710
Category : Political Science
Languages : en
Pages : 449

Book Description
Welfare Reform in Canada provides systematic knowledge of Canadian social assistance by assessing provincial welfare regimes and emphasizing changes since the late twentieth century. These conceptual, international, and historical perspectives inform in-depth case studies of social assistance reform in each province. The key issues of social assistance in Canada, including gender relations, immigrants, Aboriginal peoples, and the impact of activation programs, are addressed, as is the possibility of convergence taking place in provincial welfare policy. This book is the second volume in the Johnson-Shoyama Series on Public Policy, published by the University of Toronto Press in association with the Johnson-Shoyama Graduate School of Public Policy, an interdisciplinary centre for research, teaching, and executive training with campuses at the Universities of Regina and Saskatchewan.

Social Policy and Practice in Canada

Social Policy and Practice in Canada PDF Author: Alvin Finkel
Publisher: Wilfrid Laurier Univ. Press
ISBN: 1554588863
Category : Political Science
Languages : en
Pages : 396

Book Description
Social Policy and Practice in Canada: A History traces the history of social policy in Canada from the period of First Nations’ control to the present day, exploring the various ways in which residents of the area known today as Canada have organized themselves to deal with (or to ignore) the needs of the ill, the poor, the elderly, and the young. This book is the first synthesis on social policy in Canada to provide a critical perspective on the evolution of social policy in the country. While earlier work has treated each new social program as a major advance, and reacted with shock to neoliberalism’s attack on social programs, Alvin Finkel demonstrates that right-wing and left-wing forces have always battled to shape social policy in Canada. He argues that the notion of a welfare state consensus in the period after 1945 is misleading, and that the social programs developed before the neoliberal counteroffensive were far less radical than they are sometimes depicted. Social Policy and Practice in Canada: A History begins by exploring the non-state mechanisms employed by First Nations to insure the well-being of their members. It then deals with the role of the Church in New France and of voluntary organizations in British North America in helping the unfortunate. After examining why voluntary organizations gradually gave way to state-controlled programs, the book assesses the evolution of social policy in Canada in a variety of areas, including health care, treatment of the elderly, child care, housing, and poverty.

Patchworks of Purpose

Patchworks of Purpose PDF Author: Gerard William Boychuk
Publisher: McGill-Queen's Press - MQUP
ISBN: 0773567046
Category : Political Science
Languages : en
Pages : 184

Book Description
To examine patterns of social assistance provision specific to particular provinces, Boychuk develops a five-fold typology consisting of "residual," "market/family enforcement," "market performance," "conservative," and "redistributive" models. He uses this typology to compare development of assistance provision in the provinces, provincial responses to federal initiatives, and unique trajectories of assistance regimes. He concludes by surveying some of the broader implications of his findings for issues such as the development of national standards and the impact of globalization on social assistance provision in Canada. Patchworks of Purpose is an important book for students of social assistance and social policy as well as for scholars interested in Canadian public policy, Canadian federalism, and Canadian politics in general.

Canada-U.S. Tax Comparisons

Canada-U.S. Tax Comparisons PDF Author: John B. Shoven
Publisher: University of Chicago Press
ISBN: 0226754820
Category : Business & Economics
Languages : en
Pages : 400

Book Description
In the increasingly global economy, domestic tax policies have taken on a new importance for international economics. This unique volume compares the tax reform experiences of Canada and the United States, two countries with the world's largest bilateral flow of trade and investment. With the signing of the U.S.-Canada Free Trade Agreement and the tax reforms of the 1980s, there has been some harmonization of tax systems. But geographic, cultural, and political characteristics shape distinct national social policies that may impede harmonization. As the U.S. and Canadian economies become even more integrated, differences in tax systems will have important effects, in particular on the relative rates of economic growth. In this timely study, scholars from both countries show that, while the United States and Canada exhibit similar corporate tax structures and income tax systems, they have very different approaches to sales tax and social security taxes. Despite these differences, the two countries generate roughly the same amounts of revenue, produce similar costs of capital, and produce comparable distributions of income.
